Police have charged a 30-year-old Hilo man in connection with the death Sunday (September 6) of a 5-year-old Hilo girl. 

At noon today (September 8), Hilo detectives charged Anthony Serges Poulin of Wainaku with murder, two counts of first-degree sexual assault and one count of abuse of a family/household member in connection with the killing of Javieanna Win and events surrounding her death.

Sunday afternoon (September 6) at 3:06 p.m., fire/rescue personnel were summoned to an apartment at 120 Pu’ueo Street in the Wainaku area of Hilo to a report of a young child found unresponsive in a filled bathtub within the family’s apartment. Medics took the victim to Hilo Medical Center, where she was pronounced dead at 4:28 p.m.

Injuries on the child appeared suspicious. Adding to the highly suspicious circumstances was a report police received less than an hour prior to the reported drowning. At 2:24 p.m. police received a call from a concerned citizen who reported witnessing a man grab a little girl by the hair and slam her against a cement wall on the corner of Shipman Street and Kamehameha Avenue. The ensuing investigation lead to the arrest of 30-year-old Anthony Serges Poulin, Javieanna Win’s caregiver and caller of the reported drowning. He was arrested for abuse of a family/household member but was not immediately charged while detectives continued their investigation.

An autopsy performed this morning yielded preliminary results that the cause of death was asphyxiation due to forceful submersion. The manner of death was ruled a homicide. 

Poulin is being held at the Hilo cellblock in lieu of $1,000,000 bail pending his initial court appearance scheduled for tomorrow afternoon (September 9) in South Hilo District Court.
