I. INTRA-DEPARTMENT MATTERS
A. Matters within organic units shall clear through the immediate superior.
B. Matters between different organic units shall be routed through the commanding officers of the units involved.
C. Questions of internal policy, or complaints entirely within the department, shall be routed through the commanding officer and the Deputy Chief of Police.
D. The Deputy Chief of Police shall be informed of all intra-department matters but need not act on purely routine items.
II. PERSONNEL MATTERS
A. Personnel matters originating in an organic unit shall be routed through the commanding officer of the unit and the Deputy Chief of Police.
B. Nothing herein shall prohibit any member from taking up directly with the Personnel Officer, Deputy Chief of Police or the Chief of Police any matter of any nature involving or prejudicial to his commanding officer or any superior officer.
III. DEPARTMENTAL BUSINESS AND POLICY
No member of the department shall, without the knowledge and consent of the Chief of Police, present, discuss, or act upon any matter pertaining to departmental business, practice, or policy with any office, bureau, agency, board, commission, department, or any member thereof outside the police department.
IV. OFFICIAL CORRESPONDENCE
All official correspondence originating in the police department and addressed to sources outside the department shall be channeled through the office of the Chief of Police, and bear his/her signature, unless specific authority has been otherwise granted.
