I. WHO MAY SERVE
A. Whenever the Chief of Police is absent from active duty and during which time he may, or may not, be receiving pay, the Deputy Chief of Police; the Assistant Chief, Administrative Bureau, in order named respectively, shall perform all the duties of the Chief of Police.
B. In the absence of the Chief of Police, Deputy Chief of Police, and Assistant Chief, Administrative Bureau, the acting Chief of Police shall be the senior Assistant Chief on active duty.
II. GENERAL INSTRUCTIONS
A. An acting Chief of Police shall be particularly careful to carry out the orders of the Chief of Police, previously given. Such orders shall not, except in cases of extreme emergency, be countermanded or set aside; and when such action is taken, he shall report in writing to the Chief of Police his reasons in each instance.
B. The power to appoint, promote, demote, or dismiss within the department, shall be extended to the Deputy Chief of Police in the absence of the Chief.
