I. DIRECTION OF TRAINING

Training of members of the department will be given under the direction of the Chief of Police by such instructors as shall be assigned or appointed by him. Training programs shall be conducted at such periods as the Chief of Police may consider to be convenient and necessary.

II. TRAINING PROGRAM

The training program shall cover as far as is practicable instruction on all modern phases of police work and related subjects, and may be available for the purpose of improving the efficiency and broadening the knowledge of members in the performance of their duties.

III. PROGRAM RESPONSIBILITY

The officer responsible for training, under the direction of the office of the Chief of Police, shall be responsible for promoting personnel training and educational programs, plan curricula and schedules, arrange for instructors from within and/or outside the department, supervise the preparation of course outlines and lesson plans, provide teaching aids, distribute notices to personnel, and supervise the operation of the program.

IV. EXTENT OF PROGRAM

The scope of training to be developed and offered may include the following:

A. Basic or recruit training.

B. In-service or refresher training.

C. Advanced training courses.

D. Specialized training courses such as those offered by outside agencies and institutions.

E. Roll call training.

F. Training bulletins.

G. Courses offered by local educational institutions.

H. Periodic staff conferences of division heads; and staff conferences at the district or bureau levels.

V. EXAMINATIONS

Examinations in each course of instruction may be given and the results thereof shall be made a part of the member's personnel record. Participation in and successful completion of training courses may be considered in making promotions after the minimum requirements of the civil service law have been met.

VI. SUPPLEMENTARY TRAINING ACTIVITY

Any group of members desiring to join, organize, or participate in any special training activity outside of regular duty hours, the nature of which may be considered to be closely allied to police work, shall report such fact in writing to the Personnel Officer. Such supplementary training activity may include jiu-jitsu, aikido, first- aid, water safety, authorized athletic engagements, etc.

A. The Chief of Police shall determine from the nature of the activity whether it may be properly classified as police training, and if warranted may give his approval and recognition to such activity.

B. Any member injured while participating in such authorized supplementary training activity shall immediately report the circumstances to the Personnel Officer.
