I. PROMOTION

A. A promotion is the movement of a regular employee from an established position in one class to an established position in another class assigned to a higher salary range.

B. A regular employee is required to serve a new probationary period whenever he is promoted.

II. PROMOTIONAL EXAMINATION

A. Promotional examinations may be intra-departmental (limited to qualified regular employees of a particular department) or inter- departmental (limited to qualified regular employees in the civil service).

B. No promotional examination shall be conducted unless five or more qualified employees apply, provided that the Director of Civil Service may waive this requirement if he deems it desirable.

C. Whenever the Chief of Police decides to fill any existing or related vacancy, he will so notify the Director of Civil Service, who will give notice of such promotional examination as required.

D. Members of the department who meet the minimum qualification requirements for admission to the examination shall file a written application in the form prescribed by the Department of Civil Service.

E. The director may for good cause reject any application.

F. The scope, character and manner of conducting promotional examinations will be determined by the Director of Civil Service.

III. PROMOTIONAL LIST

A. After determining the final earned rating of each candidate, eligibles will be placed on a promotional list by Personnel Services in order of final earned ratings.

B. The Chief of Police shall make the promotion only from the list of eligibles certified to him by the Director of Civil Service.

C. The appointment shall be for a probationary period of six months, except that upon the written request of the Chief of Police and with the approval of the Civil Service Director, the probationary period may be extended for a period not to exceed a second six months.

D. If the promotional list as certified is unacceptable to the Chief of Police, he may request a new certification of eligibles. In such case, he must state his reasons in writing for rejecting each certified eligible applicant.

IV. PROMOTION BOARD

A. To help select the most qualified applicant in promotional situations, the Chief of Police may appoint a promotion board.

B. All promotions will be by the Chief of Police.

V. PROMOTION WITHOUT EXAMINATION

A. The Chief of Police may fill a vacant position by promoting a regular employee without examination to a higher class in the same or a related series.

B. The employee being promoted must meet the minimum qualification requirements of the higher class.

C. The employee must not have received a promotion without an examination during the preceding year.
