I. DETECTIVES
A. Detectives shall act under the direction of the officer in command of the Criminal Investigation Division.
B. When a detective is assigned to an investigation, he/she shall be in charge thereof, unless or until relieved or otherwise assigned by competent authority.
II. PATR0L
A. Beat assignments and reassignments of police officers shall be made by the platoon commander of an assigned watch on duty in South Hilo and by district commanders or their assistants in all county districts and sub-stations.
B. In South Hilo the dispatcher is authorized, subject to orders of the platoon commander, to make assignments of police officers to the investigation or handling of particular cases as necessity demands, excepting that whenever a field sergeant arrives at the scene of an investigation it shall be his/her responsibility to direct such investigation. He/she may make such temporary assignments as may be necessary, keeping the dispatcher informed, however, of such temporary assignments, and, before relinquishing responsibility for the direction of such investigation, to so notify the dispatcher.
C. In the absence of a superior officer at an investigation the officer assigned to that beat shall be in charge. In cases where the regular beat officer is not present, the senior officer present shall be in charge.
D. Whenever an officer returns to his regular beat assignment after being detailed to special assignment, he/she shall immediately notify the dispatcher.
E. Whenever it becomes necessary for an officer to leave his/her beat, excepting when in actual pursuit of an offender or in a serious emergency, the officer shall notify the dispatcher of his/her destination, reason, and probable length of time of absence from his/her beat. Upon returning to the beat, the officer shall immediately notify the dispatcher.
III. MAJOR COMPLAINTS AND EMERGENCIES
A. Whenever the dispatcher receives the original complaint of any felony or major crime, or of any death or possible death by violence, poisoning, or suspicious means, he shall immediately notify the Criminal Investigation Division platoon Commander.
B. Whenever the dispatcher receives the original report of any serious general emergency or catastrophe, he shall immediately notify the Chief of Police, the Deputy Chief of Police, Inspectors of Police, the officers in command of the Criminal Investigation Division and Patrol Services, and the platoon Commander.
C. It shall be the duty of the platoon commander to decide whether the incident requires his immediate supervision and, when so decided, he shall take over command of operations or assist the dispatcher in directing the force as long as the emergency exists, or until relieved, or until otherwise assigned by competent authority.
