419

I. PURPOSE

To establish the duties, responsibilities and procedures governing the appointment, direction and control of police chaplains.

II. ORGANIZATION

A. The Police Chaplain Program shall be headed by the Police Chaplain Coordinator and shall be staffed by as many Police Chaplains as necessary, appointed by and serve at the discretion of the Chief of Police.

1. The Police Chaplain shall be designated to serve as a liaison between the Department and the religious community within his assigned jurisdiction.

2. Each Station Commander shall have immediate management responsibility over the Police Chaplain assigned to his jurisdiction.

3. The chaplaincy program will be administered by the Administrative Service Division and a liaison officer appointed to work with the Police Chaplain Coordinator.

III. DUTIES AND RESPONSIBILITIES

A. Police Chaplain Coordinator

1. The Police Chaplain Coordinator shall report to the Administrative Services Division and shall be held responsible for matters pertaining to the operation of the Chaplains' Program.

2. The administrative duties of the Police Chaplain Coordinator shall include planning, organizing, and directing the activities of the Chaplains' Program.

3. The Police Chaplain Coordinator shall be responsible for administrative matters such as recruiting and processing Police Chaplain applications; processing requests for services and scheduling assignments; advising and keeping the ministry abreast of Departmental activities and policies; conducting special in-service training classes when necessary; and assisting whenever special problems arise.

4. The Police Chaplain Coordinator shall submit statistical reports on the activity of the Chaplains' Program as deemed necessary by the Chief of Police.

5. The Police Chaplain Coordinator or his designated representative shall make a presentation at each recruit class on the role of the Police Chaplains' Program within the Hawaii Police Department.

6. The Police Chaplain Coordinator shall be available to perform any or all the duties of Police Chaplain.

7. The Police Chaplain Coordinator shall stand ready to assist the Police Chaplains as the need may arise.

B. Police Chaplains

1. Counseling

The Chaplain is available 24 hours a day to counsel with any department employee within his jurisdiction concerning family, social, moral, employment or personal affairs. He is available, upon request, to counsel with any family members of those department employees. His counsel will be restricted to areas within his ability, and referral will be made for further professional counsel when deemed necessary.

2. Hospital and Sick Calls

The Chaplain may call on any department employee within his jurisdiction who has been hospitalized or confined. He may also, upon request, visit any relative of such employee. At such a visit, he may offer spiritual counsel and advice and also endeavor to be of service to the family while such parties may be confined.

3. Funerals

The Chaplain may be asked to officiate at the funeral of a department employee or family members within his jurisdiction.

4. Weddings

The Chaplain may be asked to officiate at the wedding of a department employee or family members within his jurisdiction. The Chaplain will only marry those parties who meet the necessary requirements and are properly licensed by the State of Hawaii. The Chaplain will also be governed by the requirements of his church affiliation.

5. Invocation and Benediction

The Chaplain may be asked to give the invocation or benediction for department functions such as dinners, ceremonies and graduations. He may be invited to perform similar functions at community meetings, service clubs and ceremonies.

6. Public Relations

The Chaplain may be invited to speak at various church meetings or ministerial meetings to present the department's philosophy of law enforcement. The Chaplain is designated to serve as liaison between the department and the religious community within his jurisdiction.

7. Reporting

The Chaplain will report to the Police Chaplain Coordinator as directed. The types and frequency of reporting will be determined by the Police Chaplain Coordinator, and approved by Administrative Services Division.

C. When approved by the Police Chaplain Coordinator, a Police Chaplain may perform services within the county outside his assigned jurisdiction.

D. The Police Chaplain Coordinator and Police Chaplain shall make regular (weekly, if possible; monthly required) visits to the police station within their jurisdiction to get acquainted with department employees on a personal basis. They shall also be granted "ride-along" privileges for this purpose.

IV. RULES AND REGULATIONS

A. Unless commissioned as a regular or reserve police officer, the Chaplain Coordinator and Chaplains are not law enforcement officers and shall possess no law enforcement authority other than that of any private person. They are commissioned by the Chief of Police as Police Chaplain Coordinator or Police Chaplains, and their responsibility is to assist the Hawaii Police Department as outlined in this General Order. They shall in no way interfere with the officers in the performance of their duties.

B. All Chaplains, when on duty, shall be clean and properly attired. They shall properly identify themselves, be courteous, and conduct themselves in a manner becoming a Chaplain, a gentleman, a concerned citizen, and a representative of the Church and the Hawaii Police Department.

C. No Chaplain shall release any information on any police investigation or activity to any news media or insurance agencies. All information coming to the attention of any Chaplain shall be held in strictest confidence.

V. QUALIFICATIONS AND REQUIREMENTS

A. The Chaplain shall be an ordained minister, priest, or individual licensed by a duly-recognized religious body compatible to, and in conformance with, the religious faiths that are represented in the Department.

B. The Chaplain shall have sufficient experience in pastoral and parish work so that he may cope with the spiritual, psychological and social needs of the members of the Department and the community.

C. The Chaplain shall be willing to conform to Department policy as set forth in the General Orders or any other order where applicable.

D. The Chaplain must possess a valid Hawaii Driver's License.

VI. TRAINING

A. The Chaplain shall be willing to undergo special department training and instruction in areas which relate to the role and functions of a Police Chaplain as determined by the Chief of Police.

B. This training includes, but is not limited to, radio procedures, jurisdictional boundaries, department organizational structure and Department policies.

VII. COMPENSATION

A. The Police Chaplain Coordinator or Police Chaplains shall be willing to serve, and shall volunteer their services, without compensation or financial obligation to the County of Hawaii.

B. Each chaplain will be compensated for use of their vehicle at the prescribed rates and for meals when outside their districts.

VIII. CARRYING FIREARMS

Unless commissioned as a regular or reserve police officer, the Chaplains are not law enforcement officers and shall possess no law enforcement authority other than that of any private person. As such, they are not authorized to carry any firearm, concealed or otherwise, when in performance of their duty.

IX. UNIFORM AND EQUIPMENT

A. The Police Chaplain Coordinator or Chaplain is authorized and will wear a police uniform while in the performance of his duties as a Police Chaplain. The uniform shall have the following identification:

a. A 1" embroidered gold cross on each collar of the shirt;

b. A 3" embroidered gold cross on the left sleeve;

c. The word "Chaplain" positioned directly above the name tag.

1. One set of uniform shall be provided to each Chaplain, and shall be replaced at no cost when damaged or unserviceable except in cases of gross negligence.

B. Each Chaplain shall be assigned a badge and shall carry a Department identification card.

Note: The badge shall be regulation issue with the word "Chaplain" replacing the word "Officer."

C. Each Chaplain shall receive a supply of departmental business cards identifying him as a Police Chaplain and showing appropriate jurisdictional information.

X. CHAPLAINS ROSTER

A Chaplains Roster listing the following information shall be published and regularly updated for all departmental personnel: name of chaplain; religious affiliation; name, address and phone number of the religious establishment; residence address and phone number; radio call number; badge number; and geographical area of assignment.
