Hilo man arrested for two counts of Terroristic Threatening 06-23-06

Big Island police are investigating an alleged plot to murder two Hilo police officers and their families. The officers, assigned to the department’s Ice Task Force, were allegedly targeted because of their successful efforts in taking methamphetamine dealers off our streets. Detectives learned of the planned murders and intervened before they could be carried out. Because of the early intervention, the suspect(s) were unable to commit any overt act to follow through on these crimes. As a result, currently, police have not sought attempted murder charges, but have not ruled-out conspiracy to commit murder charges.
On Friday (June 23,2006) at about 10:00 a.m., detectives assigned to the Criminal Investigations Section and Criminal Intelligence Unit arrested 37 year-old Francis O. Carter, also known as “Adobo”, of Hilo, for threats he allegedly made to harm these officers. Carter had recently been released from the Hawaii Community Correctional Center after posting a $100,000 bond. He had been incarcerated in relation to offenses investigated by the Ice Task Force.
The investigation has been classified as two counts of first degree terroristic threatening. Carter remains at the police cellblock while detectives continue their investigation.
