Charged with 16 drug offenses

Big Island police have charged a Volcano man who was arrest Monday (January 29) in connection with a major hashish manufacturing operation and marijuana cultivation site in Volcano.

David Finley, 64, is charged with promoting a harmful drug, three counts of commercial promotion of marijuana, two counts of promoting a dangerous drug, two counts of promoting a detrimental drug and eight counts of possessing drug paraphernalia. At a court hearing Wednesday, a District Court judge set his bail at $1 million.

Vice officers executed a search warrant Monday at a 29-acre ranch on Amaumau Road and found three indoor growing operations located in various structures on the property.

Police arrested Finley at the scene. His wife, 60-year-old Mary Finley, later turned herself in.

Area I Vice officers charged David Finley with the 16 offenses Tuesday night but released Mary Finley pending further investigation.

Police recovered 199 marijuana plants (ranging from seedlings to 3 feet tall), 75.65 pounds of dried marijuana, two pounds of processed hashish, hashish manufacturing equipment, 18.8 grams of psilocybins (illegal mushrooms) and 59 schedule II controlled methadone pills.

Part of the dried marijuana included 127 individually vacuum-sealed 1-ounce packets, each labeled with prices ranging from $280 to $300.

David Finley has a valid medical marijuana permit, which entitles him to grow up to seven marijuana plants as a caregiver for another person.

Police estimate the value of the seized contraband at $500,000. Acting Lieutenant Steven Correia said this was the largest quantity of dried marijuana and hashish seized in recent memory and possibly the largest ever for the Hawaii Police Department.
