SEPTEMBER 16, 1999
The Kona Vice Section officers have arrested a South Kohala man and seized four vehicles for possible forfeiture in a mainland marijuana case.
Acting on an Illinois warrant, the officers arrested Stanley Forbes, 39, Tuesday (September 14, 1999) at his home in Waikoloa. Forbes is being held in the Kona police cellblock in lieu of $1 million bail and awaiting extradition to Illinois.
And on Wednesday they seized a 1999 Lincoln stretch limousine, two 1997 Mercedez-Benz automobiles and a 1999 Dodge luxury van. The State Attorney General’s Office is seeking forfeiture of the vehicles, owned by Forbes Luxury Limousine Service.
The actions were taken as part of an investigation conducted by the Illinois State Police Drug Task Force; Brunswick, Ohio, Police Department; LaSalle County (Illinois) State Attorney’s Office; and the U.S. Drug Enforcement Administration.
On August 9, 1999, an Illinois state trooper stopped a rental car for speeding in LaSalle County, about 90 miles from Chicago. After getting consent to search the car from the driver, David Clark, 36, of Honolulu, officers found 59.2 pounds of high grade marijuana packaged in the trunk.
After being arrested and charged with the offense of cannabis trafficking, Clark implicated himself and others in a marijuana distribution operation.
Clark said the marijuana was supposed to be delivered to a location in a business parking lot in Brunswick, Ohio, about 30 miles south of Cleveland. Brunswick police identified William Duffy, 31, of Fishertown, Pennsylvania, who was present at the location where the marijuana was to have been delivered.
On September 1, 1999, an Illinois Grand Jury returned indictments against Duffy and Forbes, and arrest warrants were issued for them with bail set at $1 million each.
Duffy was arrested on the following day at his Fishertown home.
