Hawaiʻi Island Police have arrested and charged 31-year-old Juanita Grammer, of Mountain View, with numerous offenses stemming from a traffic stop by Puna Patrol Officers.

On Thursday evening (November 12), after conferring with County Prosecutors, detectives with the Area I Vice Section charged Grammer with two counts of ownership/possession prohibited, loaded firearm on highway, place to keep pistol, place to keep ammunition, alteration of identification marks prohibited, four counts of promoting a dangerous drug in the third degree, driving without license, no motor vehicle insurance and resist order to stop. Her total bail was set at $145,000 for these offenses.

These charges stem from an incident late Wednesday afternoon (November 11), shortly after 4:04 p.m., when Puna Patrol officers observed a vehicle with dark illegally tinted windows and regulatory violations traveling on Plumeria Street in the Fern Acres subdivision.  Officers attempted to perform a traffic stop on the vehicle, but the vehicle failed to stop.  While fleeing from officers the vehicle lost control and slid off the roadway, and came to rest in dense vegetation.  Grammer was the operator and sole occupant of the vehicle.

Detectives served a search warrant on the vehicle and recovered a loaded pistol, ammunition, a glass smoking pipe with residue, syringes containing a brown liquid which tested presumptive positive for methamphetamine, two silicone containers containing a brown residue which tested presumptive positive for heroin, and zip packets containing residue which tested presumptive positive for methamphetamine.

Grammer is a convicted felon in the state of Hawaiʻi and was out on probation at the time of the incident.  Her initial court appearance is scheduled for Friday (November 13) in South Hilo District Court.
