Traffic Enforcement Unit officers have reclassified a fatal crash from a traffic fatality to a public accident.

Officers reclassified the case after learning that the unidentified victim was riding a Hyosung moped, and not a motor scooter. Under state law, a moped is not considered a “vehicle,” but comes under the classification of a bicycle.

The crash occurred about 11:26 p.m. call Sunday (May 1, 2005), when responding Kona patrol officers determined that the male victim was riding his Hyosung moped east on the Honokohau Boat Ramp Road when he lost control, fell over and hit his head on the pavement.

Police are still trying to identify the victim through fingerprints and notify his next of kin.

Because of the reclassification, the Big Island’s traffic fatality count remains at 14 so far this year, compared to 17 at the same time last year.
