Hawaiʻi Island Police are continuing their investigation after a body was discovered Friday evening (February 14) at a homeless encampment on the edge of the Wailuku Riverbank in Hilo.

The victim has been positively identified as 28-year-old Isaac Wessel-Rivera of Hilo.  

Responding to a call just before 9:00 p.m. Friday evening, South Hilo Patrol officers discovered the deceased body within the encampment.

A male subject was taken into custody for questioning. He is identified as 32-year-old Westen Tegman of Hilo. Upon further investigation and conferring with Hawaiʻi County Prosecutors, Tegman has been released from police custody.

Police detectives with the Area I Criminal Investigation Section are continuing this investigation.

An autopsy will be performed early next week to determine the exact cause of death.

The previous release for this incident erroneously asked for anyone who may have been in the area of the “Wainaku Scenic Lookout last Sunday evening” to call police. It should have read “in the area of the Wailuku River and Wainaku Street last night (February 14)”.

Media Release

Police have charged a 30-year-old Puna man with felony assault stemming from an incident in Puna.

On Wednesday (May 25, 2021) at 4:35  p.m.., Puna police responded to a report of an injured male at a business in Pahoa.  Officers contacted a 62-year-old male who had multiple lacerations to his arms, hands and head.  The male reported that his son, who he identified as Jason Wayne Benkosky, had attacked him with a machete and was at his residence located in the Hawaiian Paradise Park Subdivision.  The injured male was transported to the Hilo Medical Center for treatment to his injuries which were classified as serious bodily injury. 

Officers responded to the residence where they located and arrested Benkosky without incident.  He was held at the police cellblock while detectives from the Area I Juvenile Aid Section continued their investigation.

On May 27, 2021 after conferral with prosecutors, detectives charged Jason Wayne Benkosky with First and Second Degree Assault.  His bail was set at $35,000 and his preliminary hearing is scheduled for May 28, 2021.

Hawai‘i Island police are asking for the public’s assistance in locating 17-year-old Keolamauloa Heanu of Hilo, who was reported as a runaway.

Heanu was last seen in the area of the 1700 block of Kino‘ole Street, on Tuesday, August 31, 2021, at 6:25 p.m. wearing a black shirt, black jacket, jeans, and a camouflage-colored fanny pack, riding a skateboard.

He is described as having fair skin, being 5 feet 4 inches tall, 120 pounds, with short dirty blonde hair and hazel eyes.

Hawai‘i Island police are warning the public about recent phone scams in which attempts are being made to obtain money from individuals and businesses.

In recent reports, the suspect(s) contact the victim by phone, identifying themselves as either local, state, or federal officials. The intended victim is told that they are under criminal investigation, and must purchase Western Union, Money Gram, Money Pack, GreenDot, Apple/iTunes, Google, and/or Vanilla brand cards to pay their “fine” in order to avoid being arrested, or having their social security numbers suspended.

The suspects have been providing fictitious credentials over the phone such as their name, agency, badge number, and phone number. They will also reveal to the victim that they know the members of the victim’s family and are able to list them by name, where they live, and other personal information including specifically describing clothing that they were wearing.

The public is reminded to never provide any personal information over the phone or online to anyone whose identity they have not confirmed.

Hawai‘i Island police arrested and charged 29-year-old Tomas Traverso of Hilo as a result of an agricultural theft investigation in Hilo.

The charges stem from an incident that occurred on Thursday September 29, 2022, on a farm in the Wainaku area. The suspect was observed removing 30 pounds of rambutan, valued at $125, and placing it in a cart. A worker from the farm confronted the suspect and detained him until police arrived. 

Police charged Traverso with second-degree theft and second-degree criminal trespass. His total bail was set at $1,250.

During the week of October 31, 2022, through November 6, 2022, Hawai‘i Island police arrested 26 motorists for driving under the influence of an intoxicant. Seven of the drivers were involved in a traffic accident. Two of the drivers were under the age of 21.

So far this year, there have been 846 DUI arrests compared with 919 during the same period last year, a decrease of 7.9 percent. The numbers of arrests by district were:

There have been 700 major accidents so far this year compared with 684 during the same period last year, an increase of 2.3 percent.

To date, there have been 31 fatal crashes (one fatal crash reclassified on 5/30/22 due to a medical condition) resulting in 33 fatalities (one of which had multiple deaths, and one reclassified due to a medical condition), compared with 22 fatal crashes, resulting in 22 fatalities for the same time last year. This represents an increase of 40.9 percent for fatal crashes, and 50 percent for fatalities.

The Hawai‘i Police Department (HPD) has identified the victim of a fatal dog attack that occurred on Tuesday morning, August 1, 2023, in the Hawaiian Ocean View Estates subdivision as 71-year-old Robert Northrop of Ocean View.

At approximately 8:59 a.m., on Tuesday morning, Ka‘ū patrol officers responded to an animal complaint in the 92-2000 block of Outrigger Drive in the Hawaiian Ocean View Estates subdivision in Ocean View. Arriving officers observed a male victim, later identified as Northrop, lying unconscious in the roadway. Police located a witness who reported hearing a commotion outside his residence. When the witness went to check, he saw the victim being attacked in the roadway by four large dogs. The witness chased the dogs and called the police and paramedics to the scene. 

Northrop was treated at the scene by emergency medical personnel, however succumbed to his injuries while en route to the hospital.

“There is currently no evidence that the victim provoked this horrific attack,” said Hawai'i Police Chief Ben Moszkowicz. “This incident is a senseless tragedy that could have been avoided.”

The dogs’ owners were not home at the time of the attack; however, they have been identified and contacted by police. Investigators are looking into claims that the dogs had previously been reported as stray animals. In the meantime, the owners have surrendered all four dogs and a litter of 10 puppies to the Hawai'i County Animal Control and Protection Agency. 

Police are investigating this incident as a Negligent Failure to Control a Dangerous Dog case. HPD’s Area II Criminal Investigation Section is continuing their investigation as they await autopsy results to determine the exact cause of death.

Hawaiʻi Island police are asking for the public’s help in identifying a burglary suspect shown in a composite drawing.

At 3:35 a.m. on May 22, South Hilo Patrol officers responded to a reported of a burglary in progress at a commercial building located at 224 Kamehameha Avenue in Hilo.

A witness reported hearing a loud banging noise and then seeing a man coming out of a second-floor office. When he was discovered, the man shut the door and fled out the rooftop window, which was found to have been pried open.

The man is described as a “local male” in his late 20s or early 30s with a dark complexion and short beard and mustache. He was wearing a dark-gray hooded jacket.

"Shop with a Cop," a charity event that donates gift cards to keiki in need, provided 31 children with a shopping spree this past weekend at the Hilo Target store.

Officers from the South Hilo Community Policing Unit and off-duty police, along with representatives from Catholic Charites, the Pāhoa chapter of Veterans of Foreign Wars and the Target store, contributed to the holiday splurge for the youth, who ranged from age 3 to teenagers. The event was held from noon to 4 p.m. Saturday (December 17).

The selected children met with the officers and then took pictures with Santa, who gave them each a $50 gift card. The officers then helped the keiki shop for gifts.

All funding was established by Catholic Charities with VFW donating a large portion. The Target store, which facilitated the event, provided snacks, bags and a gift-wrapping station manned by store volunteers, and donated one of the gift cards and additional cards to cover overages.

Shop with a Cop originated in 2000 with the Saint Paul Police Department in Minnesota.

Hawaiʻi Island police have initiated a coroner’s inquest investigation into the death of a North Kohala man who was swimming in rough water at Kehena Beach in Pāhoa, Sunday afternoon (January 22).

Police and Fire Department personnel responded to a 12:06 p.m. call of a man in distress in the water off the Kehena Beach shore. Several people attempted to assist the man back to shore but were unable to get to him due to the rough ocean conditions. The swimmer was last seen going under the water. His body was later recovered by fire/rescue personnel approximately 100 feet from shore.

He has been identified as 43-year-old Erik Collins of Kapaʻau.

An autopsy has been ordered to determine the exact cause of death.

Hawaiʻi Island police are renewing their request for help in locating a 33-year-old Pāhoa man who is wanted on outstanding warrants.

Shannon Kaleo Navor is described as 5-foot-6, about 205 pounds with brown eyes and short black hair.

He wanted is wanted on three warrants for violating terms of probation. He is also wanted for questioning in connection with other investigations, including the theft of a sports-utility vehicle during a burglary January 7 in Kamuela.

Hawaiʻi Island Police have identified the man who was arrested on Monday (April 24) for first degree assault.

At 5:13 p.m. Monday afternoon, officers responded to the 16-500 block of the Old Volcano Highway in Keaʻau for a report of a man who stabbed another man in the leg with a knife. The men were recent acquaintances who got into an argument prior to the assault. The 55 year-old victim from Mt. View was transported by ambulance to the Hilo Medical Center in stable condition where he was treated for his injury and later released.

At 5:24 p.m., the suspect was arrested at the scene without incident but refused to identify himself to police. The suspect was later identified through fingerprints as 61 year-old Dennis Leavitt of Keaʻau.

At 3:09 p.m. Wednesday afternoon (April 26), after consulting with prosecutors, Leavitt was released from police custody pending further investigation.

During the week of July 12-18, 1999, Big Island police arrested 20 motorists for drunk driving. Three of the drivers were arrested for DUI after being involved in traffic accidents.

So far this year, there have been 701 DUI arrests, a 34 percent increase over the 522 arrested during the same period last year.

There were 40 major accidents during the week. They bring the total number of major accidents so far this year to 1,170, compared to 1,246 during the same period last year, a decrease of 6 percent.

There have been 16 traffic fatalities on the Big Island so far this year, compared to 20 fatalities during the same period last year, a decrease of 20 percent.

Four of the fatalities have been alcohol-related, compared to 10 at the same time last year, a decrease of 60 percent. One of the alcohol-related fatalities was also drug-related.

Hawaiʻi Police are investigating an early morning shooting that occurred in Hilo. At about 1:55 a.m. this morning (May 12), South Hilo patrol officer’s responded to a report of a male party with a gunshot wound at an address on Hinano Street.

The victim was identified as a 40-year-old male of the same Hinano Street address. The victim appeared to have a single gunshot wound to his head and was unresponsive. He was transported to Hilo Medical Center where he remains in critical condition.

Police have not identified a suspect or motive for the shooting and ask anyone with information to please call police.

The Hawaii County Police Department has developed its own Internet World Wide Web site, Police Chief Wayne Carvalho announced Friday (April 23, 1999).

The site will be used to distribute news releases and other information to the general public as well as to the news media, Carvalho said.

"The web site represents another method of broadening our efforts to communicate more directly with the public," the chief said.

"We've been continually working to develop better communications, both directly with the public and through the news media, and involve the community more directly in the fight against crime.

"Our Internet site will allow us to disseminate information directly to Big Island residents and the public at large."

"We intend to update our web site continually as soon as we issue news releases," he said. "The difference is that breaking police news will be available not only to the news media, but to the general public at large."

Carvalho noted that the department has started out "small" with only a limited amount of information uploaded to the web site so far. As time passes, he said, the site will expand in complexity as well as in the amount of information available.

The chief invited the public to log on to the web site and offer feedback on how to improve it. The web site address is www.hawaiipolice.com.

So far, the site includes news releases written since March 1999; telephone numbers used to contact various divisions, sections and patrol districts; web pages explaining various police programs and operations; a department organizational chart; and a police activities calendar.

Big Island police are asking for the public's help in identifying the skeletal remains found August 31, 1999, in the area above Ala Ili Road in the Kalapana area of Puna.

The remains, apparently of a Caucasian male with a full upper dental plate, were found during the excavation of a cinder cone. The results of a forensic examination estimated the bones had been at the location at least five years.

A forensic anthropologist said the man was probably 35 to 45 years old when he died and estimated his height at 5-foot-6.

Police said there was no evidence at the scene of foul play.

The circulation of counterfeit $20 and $50 bills apparently is expanding throughout the Big Island, police said Wednesday (July 7, 2001)

Counterfeit $20 bills were first reported circulating in Kona last week. But police have started receiving reports of counterfeit bills from several retail outlets in Hilo.

The counterfeit $20 and $50 bills can be distinguished from the legal bills because:

• They are slightly smaller.

• They have no watermarks or magnetic metal strip inside.

• They feel different to the touch.

Police also said that anyone with information about the counterfeit scheme or anyone who receives a counterfeit bill should call the police non-emergency number at 935-3311 or the Kona police station at 326-4646.

In response to numerous public complaints, the Hawaii County Police Department last month cited 57 motor motorists for playing their boom boxes excessively loud.

Thirty-eight of the boom box citations were issued in the Kona Patrol Division, and 14 were issued in the South Hilo Patrol Division.

Also during the period of March 5-April 2, police issued nine citations for excessively loud mufflers.

Police last month announced a crackdown on excessively loud noise from boom boxes and exhaust systems on motor vehicles and motorcycles.

Police Chief James Correa said he hopes motorists who are cited for excessively loud noise are getting the message.

"Although these violations may seem minor to some people, they are a major nuisance to many of our residents," Correa said. "Motorists should be considerate of others by knowing that excessively loud noise from devices greatly annoy the general public."

Section 14-18 of the Hawaii County Code defines a boom box violation as noise from a radio, tape recorder, cassette player or other machine or device for reproducing sound that can be heard from a distance of 50 or more feet and is located:

• On public property, including a public street or highway.
• In a motor vehicle located on a public street or highway or in a public place.

Violators are subject to a fine of up to $100 for first offense, up to $500 for second offense within six months of the first offense and up to $1,000 for third or higher offense within one year of the first offense. If the third offense occurs within one year of the first, the sound system or its components are subject to forfeiture.

In addition, Section 291-24 of the Hawaii Revised Statutes makes it illegal to "modify the exhaust system of a motorcycle or moped in a manner which will amplify or increase the noise emitted by the motor."

Section 291-24.5 also makes it illegal to "use on a public highway, sell, alter or install a muffler which will noticeably increase the noise emitted by a motor vehicle above that emitted by the vehicle as equipped from the factory."

Violators of the motorcycle law are subject to a fine of up to $100; those who violate the motor vehicle law are subject to a fine of up to $250.

Police will be conducting DUI and seat belt checkpoints throughout the Big Island during the week of Thanksgiving (November 19-26, 2001).

The effort is part of a nationwide campaign, "Click It or Ticket," sponsored by Operation ABC (America Buckles Up Children).

Sergeant Randy Apele of the Traffic Services Section noted that more people are on the roads during holidays and police want to ensure the safety of drivers and their passengers.

According to national statistics, a total of 31,910 people died in traffic accidents last year. More than half of the victims had failed to use their seat belts, and 40 percent of all traffic fatalities involved alcohol.

During the week of July 15-21, 2002, Big Island police arrested 17 motorists for drunk driving. Five of the drivers were involved in traffic accidents, and one was younger than 21.

So far this year, there have been 483 DUI arrests, compared to 424 during the same period last year, an increase of 14 percent.

There have been 1,194 major accidents so far this year, compared to 1,252 during the same period last year, a decrease of 5 percent.

There have been 14 confirmed traffic fatalities on the Big Island so far this year, compared to 18 during the same period last year, a decrease of 22 percent. The DUI fatality count so far this year is three, compared to nine during the same period last year, a decrease of 67 percent.

DUI roadblocks and patrols will be continued on an islandwide basis.

Police are warning the public about a possible telemarketing scam.

Local Kailua-Kona business establishments have reported receiving calls from an unidentified male caller.

The caller claims to represent the Hawaii County Police Department in soliciting monetary donations from local businesses to aid in the funding of bulletproof vests for Hawaii County police officers.

Acting Police Chief Lawrence Mahuna cautioned residents to be on guard against telephone solicitations in the name of the police, saying:

"The Hawaii County Police Department does not solicit private donations for official use. If you receive a telephone call soliciting funds, it's more than likely a scam."

Anyone with information about the telephone solicitations is asked to call the Kona police at 326-4646 or the police non-emergency number at 935-3311.

A 51-year-old Puna man died Saturday (August 2, 2003) of injuries he received in a traffic crash on July 27, 2003.

The victim was identified as Kelly McKee, of a Mountain View address.

The accident occurred at the intersection of the Volcano Highway (Route 11) and Pa'ahana Street, near the entrance to Kamehameha Schools.

Responding to an 8:45 p.m., Puna patrol officers determined the victim had been traveling toward Volcano on the Volcano Highway when his vehicle veered to the right and struck a traffic signal pole. The victim was then taken to the Hilo Medical Center for treatment.

On Saturday, a friend found the victim at his home. The victim, who had died some time earlier, was taken to the Hilo Medical Center, where he was pronounced dead at 3:18 p.m.

McKee's death was the 17th traffic fatality so far this year on the Big Island.

Police have arrested a 27-year-old Puna man for burglary in connection with the burglary of a Kinoole Street residence in Hilo.

The suspect, identified as Rainson K. Galdones, of a Hawaiian Paradise Park address, was charged Monday (May 12, 2003) with second-degree burglary. His bail was set at $5,000.

Galdones was charged for a burglary that occurred April 25, 2003, in which an estimated $15,000 in jewelry was taken.

A preliminary investigation by South Hilo Patrol officers uncovered latent fingerprints, which led to Galdones' arrest, Hilo Criminal Investigation Section detectives said.

Galdones was held in the Hilo police cellblock pending his arraignment in court Wednesday.

The Hawaii County Police Department will create a special temporary one-way traffic flow in the southerly, or Puna, direction on Kapiolani Street during Easter observances in April.

The rerouting of traffic was made at the request of St. Joseph's Catholic Church to improve the traffic flow during its East season activities.

The one-way traffic flow, between Waianuenue Avenue and Haili Streets, will take place during the following times and dates:

• 1 to 5 p.m., Friday, April 18, 2003.
• 5 to 10 p.m., Saturday, April 19, 2003.
• 6 a.m. to 1 p.m., Sunday, April 20, 2003.

During these time periods, parking will be allowed on both sides of Kapiolani Street.

Big Island police have completed the second and final year of a two-year Seat Belt Innovative Demonstration Grant Program for the South Hilo and Puna districts.

The federal grant, administered by the National Highway Traffic Safety Administration (NHTSA) for towns with a population of 50,000 or more, was targeted at increasing the rates of seat belt usage by directing more resources to developing programs that reach high-risk groups, including youth and rural populations.

The Police Department enforcement efforts resulted in issuing 2,220 seat belt citations and 136 child restraint citations in the South Hilo and Puna districts from April 2003 to March 2004.

A total of 257 seat belt checkpoints were conducted during this period. At these checkpoints, 84 arrests were also made for drug offenses, outstanding warrants, impaired driving and traffic offenses. One checkpoint resulted in the arrest of two persons responsible for stealing a vehicle and the recovery of the stolen vehicle.

The latest seat belt survey, conducted by the University of Hawaii's Department of Urban and Regional Planning in May 2003, indicated that seat belt usage rates continue to rise in South Hilo and Puna. In that study, the usage rate in South Hilo was measured at 90.8 percent, compared to 83.8 percent in 2000, and the rate for Puna was measured at 88.6 percent, compared to 83.3 percent in 2000.

Community education programs such as the "Click It or Ticket" 3-on-3 Basketball Tournament were held through the grant period to increase awareness of seat belt laws and encourage compliance. "Click It or Ticket" roadway signs were placed on state highways; banners and posters were placed in school and shopping centers; and heavy media campaigns were used to increase awareness.

The Police Department also participated in the "Buckle Up America" campaign in May 2003 and the national "Click It or Ticket" campaign in November 2003. A total of 746 seat belt and 33 child restraint citations were issued during these campaigns.

Sergeant Randy Apele, head of the Traffic Services Section, said that although the demonstration grant is ended, seat belt enforcement remains a top priority in traffic enforcement, and seat belt checkpoints will continue islandwide.

An 87-year-old man who had been missing from his Kailua-Kona home for a week was found Tuesday afternoon (October 12, 2004) alive and conscious.

The missing man, Anthony T. Miyose, apparently wandered away from his residence on Wednesday (October 6, 2004). Family members found him about 5:30 p.m. the following Tuesday lying on rocks under a mango tree on property next to his residence on upper Hualalai Road.

Miyose, who suffers from dementia, was taken to the Kona Community Hospital for evaluation and was reported to be in stable condition. He was admitted to the Medical Surgical Unit for further observation.

During his disappearance, police, fire, Civil Defense and members of the general public joined in the search for the missing man.

Big Island police are looking for an inmate who escaped Thursday morning (June 16, 2005) from the Hale Nani correctional facility in Hilo.

Officials at the minimum-security facility said inmate Blaine R. Wong, 37, escaped by walking off from an unsupervised work line between 9 and 9:45 a.m.

Wong is described as being 5-foot-10 in height, weighing about 280 pounds with a large build and having black hair, brown eyes and a tan complexion. He also has a mustache and goatee.

He was also described as wearing faded blue jeans with a light blue T-shirt with the words "HCCC Inmate" on the back and tan and red tennis shoes.

Big Island police have charged a 28 year-old Hilo man for an alleged robbery and kidnapping incident which occurred in the lower Waiakea Uka area in the early morning hours this past Saturday (October 22, 2005).

At 4:30 p.m. Wednesday (October 26, 2005), detectives assigned to the Hilo Criminal Investigations Section charged Keone Smith of Hilo with second degree robbery, first degree kidnapping, first degree criminal property damage, third degree assault and first degree hindering prosecution in connection with this incident. Smith is being held at the Hilo cellblock in lieu of $200,000 bail.

The victim of the robbery, reported that two males in a pickup truck rammed into his vehicle, beat him, took his female companion against her will and stole his vehicle. The female victim was located safely, away from her assailant the following day (October 27, 2005) with injuries from the incident, as was the case with the male victim, however, neither party required medical attention.

The hindering prosecution charge stems from the suspect's alleged assistance of Kole Race-Joaquin, a current escapee from the Hawaii Community Correctional Center. Race-Joaquin, along with Shawn DeCosta and Franklin Enos climbed out of bathroom window of the Hilo facility on October 2, 2005. DeCosta and Enos have since been captured while Race-Joaquin remains at large and considered dangerous.

South Hilo Patrol Officer Daylan Asuncion has been named Officer of the Month for June for what his supervisor described as "actions that exemplify the meaning of dedication to duty and being a police officer 24 hours a day."

Asuncion received the honor Thursday (August 24, 2006) during a ceremony at a luncheon meeting of the Aloha Exchange Club of Hilo.

The 30-year-old officer was recognized for arresting a wanted juvenile while off duty, after first working a full overnight shift and then testifying in court until 3:30 p.m.

Asuncion and his family were at a Hilo mall at 4 p.m. that day when the officer recognized a juvenile runaway wanted for burglary. Because he was out of uniform and accompanied by his wife and children, he called for assistance on his cell phone. Before backup could arrive, however, the juvenile began to leave the area. Asuncion apprehended the boy and held him until the other officers arrived.

In nominating Asuncion for the award, Acting Lieutenant Richard Miyamoto commended him for choosing to act even though he was "off duty, tired, with his family and without support." Miyamoto noted that Asuncion is a field training officer, who teaches his values to police recruits.

After accepting the award, Asuncion said he did what any officer would do. "I may have been off duty," he said, "but officers -- their eyes and ears -- are always working."

As East Hawaii Officer of the Month, Asuncion is now eligible for Officer of the Year.

The Hawaii Police Department has a new police dog trained to track missing persons as well as dead bodies.

It's a 3-year-old golden Labrador retriever named Katie. She was donated to the department by Canines for Kids Inc., a North Carolina non-profit organization that trains and provides free dogs for police departments across the country.

The organization's focus is to make it easier for police to find missing children and elderly people, said president and co-founder Mike Craig, who runs the two-person operation with Linda Dunn.

They believe the Big Island has a special need for canine assistance. "There's a huge elderly population here," Craig said, "and people disappear."

After initially training Katie on the mainland, Craig and Dunn worked with her on the Big Island to get her acclimated to the terrain, including that at Hawaii Volcanoes National Park.

Since the trainers' departure, Officer B J Duarte of the Juvenile Aid Section in Hilo has taken over the training duties. He and Katie will work as a team.

Tucker the bloodhound will now stay full time with Officer Walter Ah Mow of the Juvenile Aid section in Kona. Tucker, who joined the department in April, had been dividing his time between the two officers.

The Hawaii County Council officially approved accepting the latest dog at its July 7, 2006, meeting.

The Police Department also has two dogs trained to sniff out drugs.

The suspect was identified as Hauoli "Ikaika" Silva, who is known to frequent the Puna District and may be employed within the South Kohala District.

A 46-year-old man is in police custody after being charged Friday (January 19) with various property crimes in Kona and South Kohala.

On Wednesday, January 18, West Hawaii Criminal Investigations Section detectives arrested Flemming Schelbeck, who has no permanent address, on four outstanding warrants while he was being sought as a suspect for recent burglaries and thefts in Kona. Prior to being arrested, Schelbeck attempted to flee from detectives in a stolen vehicle in Kalaoa. After Schelbeck was arrested, police obtained a search warrant for the stolen vehicle.

As a result of property recovered from within the vehicle, Schelbeck was arrested and charged with three counts of burglary, four counts of theft, two counts of criminal property damage, unauthorized control of a propelled vehicle, unauthorized entry into a motor vehicle, and trespassing.

His bail was set at $39,900. He is in custody at the cellblock of the Kona District Station awaiting his court appearance today.

Kona detectives are continuing their investigation into these and other recent related cases for which Schelbeck may be responsible. Police ask anyone who may have information about these cases to call Acting Lieutenant Bradley Freitas at phone 326-4646 extension 228.

Hilo Criminal Investigation Section detectives are investigating an incident in which shots were fired early Saturday (July 22, 2000) in the Wainaku residential area of Hilo.

Responding to a 2:17 a.m. call, South Hilo Patrol officers determined that one round entered a residence on Aikane Loop and exited through the opposite wall.

No one was injured in the incident, and no suspects were arrested.

A 38-year-old Hamakua woman died Saturday morning (February 12, 2000) at the Queen's Medical Center in Honolulu of injuries she suffered in a head-on collision last month on the Kalopa Bridge on Hawaii Belt Road (Route 19).

The victim is Marilyn Morales.

Responding to a 6:16 p.m. call on January 21, Hamakua police determined that a 1979 BMW sedan heading west on Hawaii Belt Road crossed the centerline on Kalopa Bridge, climbed onto the mauka sidewalk, then veered back into the eastbound lane and collided head-on into a 1993 Nissan sedan heading east.

The driver of the BMW, Rick Taylor, 55, of Kona, along with the driver of the Nissan, Bredilia Calivoso, 36, of Honokaa and her front seat passenger, Morales, were taken to the North Hawaii Community Hospital and later flown to Honolulu in critical condition.

Taylor has since been released from the hospital, and Calivoso was released from the hospital into a rehabilitation center in Honolulu.

Witnesses said that before the crash, the BMW had been traveling at a high rate of speed and overtaking other vehicles on the roadway. Weather conditions at the time were poor, and it was raining heavily.

Traffic Enforcement Unit officers are continuing the investigation and have reclassified the negligent injury case to negligent homicide.

Morales' death was the third traffic fatality on the Big Island so far this year, compared to one at the same time last year.

Thanks to tips from the public, Big Island police have located a vehicle that was involved in a fatal hit-and-run motor vehicle/pedestrian crash on June 10 on the Hawai'i Belt Road (Route 11) .3 miles south of the 108-mile marker in Captain Cook, South Kona.

The 2001 Chevrolet Blazer was found in Captain Cook on Sunday morning (June 12).

The pedestrian, who died at Kona Community Hospital on June 10, has still not been identified. He is described as a local male, 35 to 45 years old, 5-foot-5 to 5-foot-6, 140 to 150 pounds with black short hair, a mustache and beard, and a tattoo—possibly of a dragon—on his right arm. He was wearing a yellow tank top and dark khaki shorts and carrying a maroon California Pak bag.

Traffic Enforcement Unit investigators are looking for a possible witness to the crash, identified as 57-year-old Stanford Omori of Captain Cook or the Nāpoʻopoʻo area.

Police thank the public for their help in locating the car and ask that anyone with information as to the identity of the pedestrian or the whereabouts of Omori call the Police Department's non-emergency line at 935-3311.

On Tuesday, (July 31), from 12:00 p.m. through 1:30 p.m., Hawaiʻi Island police will be shutting down Highway 11 between Kukui Camp Road and North Kulani Road in Mountain View, for investigative purposes. 

At Highway 11 and North Kulani Road intersection, no traffic will be allowed Northbound towards Keaʻau, and on Highway 11 and Kukui Camp Road intersection, no traffic will be allowed Southbound towards Volcano. Officers will be posted at those two locations for traffic control, and as soon as the investigation is completed the road will be reopened.

Hawaiʻi Island Police are asking for the public’s assistance in locating a 36-year-old Puna man wanted in connection with a shooting incident on, (September 1), in Mt. View. 

On, (September 2), at about 9:30 a.m., patrol officers received a report of the shooting which had occurred the day before. The suspect was said to have fired multiple gunshots into the hood and windshield of a vehicle with two individuals in it.  No one was physically injured as a result of the shooting.  

David B. Cordeiro is described as 5-feet-10-inches, 180 pounds, brown eyes, and brown hair.

Police consider Cordeiro to be armed and dangerous and advise against anyone approaching him. Hawaiʻi Island police are reclassifying a coroner’s inquest investigation to a murder and a suicide.

On August 3, 2018, police responded to an apartment complex on the 75-6000 block of Aliʻi Drive in Kailua-Kona. Officers found the lifeless bodies of a male and female within the second-floor unit.  A firearm was also located.

After an autopsy was conducted on August 10, 2018, police identified the male and female found dead as 48-year-old Joy K. Mills-Ferren and 56-year-old Bradley A. Wood-Ferren, both of Kailua-Kona.  The investigation indicated that each died as a result of a single gunshot wound.

Independent lab examinations along with forensic pathologist findings led police to determine the manner of death for Joy Mills was a homicide while the manner of death for her husband Brad Wood-Ferren was a suicide.

On June 5, 2019, 38-year old Justin Garcia, of Hilo, was reported to have gone missing while hunting in Laupahoehoe mauka.  A male party later called police identifying himself as Garcia, but he was never contacted in person to verify his identity.

Garcia has reportedly been seen in various districts since June.  He is described as being 5-foot-9, weighing 130 pounds, with black hair and brown eyes.  He was last seen wearing a black shirt and black jacket with shorts and a grey/green backpack.

An autopsy had determined that a swimmer in distress died of natural causes.

South Hilo police responded to a report of a swimmer in distress at Richardson Ocean Park in Hilo at 5:24 p.m. Monday (December 26).

Responding officers determined that a 70-year-old Oahu woman had been knee-high in water about 20-30 yards out when she signaled her son for help. Her son paddled her to shore on a surfboard and began cardiopulmonary resuscitation.

Responding Fire Department personnel continued revival efforts and took her to Hilo Medical Center. She was pronounced dead at 7 p.m.

The woman has been identified as Valeria Mee-Lee of Honolulu. An autopsy conducted Tuesday morning (December 27) determined that she died of natural causes due to a medical condition.

The case is classified as a coroner's inquest.

The most recent edition of the Crime Stoppers television program "Hawaiʻi Island's Most Wanted" highlights a Kona man wanted for a stabbing, a Pāhoa man wanted for auto theft, and a 40-year-old man wanted on an outstanding warrant.

The new episode begins airing Friday (June 29).

In it, police ask for the public's help in locating 29-year-old Tommy Eugan Howard of Kona, who is wanted for a stabbing at White Sands Beach in Kona on May 22. Howard also goes by the names Casino, Tommy Washington and Cesar Waltz. He is described as African-American, 5-foot-7, 145 pounds with short black hair and brown eyes—but he might wear contact lenses that alter his eye color. He has a tattoo of a chain of musical notes that runs from his left shoulder down along his left arm. He may be in Kailua-Kona or Pāpaʻikou. He is also wanted by the Washington State Department of Corrections for failure to register as a sex offender.

The television program also asks for help in locating a 20-year-old Pāhoa man wanted for auto theft and other offenses. Vehicles were stolen from Pāhoa on March 3 and from Hilo on May 25. In both cases they were taken from homes in the late night or early morning hours. Ronsten Andrade is described as 6-feet tall and 180 pounds. He frequents the lower Puna area. He is also wanted for allegedly entering a vacant home in Pāhoa illegally and remaining there for an extended period of time, and for several traffic offenses—including reckless driving.

In this latest edition of "Hawaiʻi Island's Most Wanted," Officer Patrick Menino also asks for information about a 40-year-old man wanted on an outstanding warrant. Sheldon Joaquin is wanted for violating terms of probation for an assault conviction. He is described as local, 5-foot-6, 150 pounds with a tan complexion. He is known to frequent the Hāmākua and Waipio Valley areas.

Big Island police have initiated an abuse of a family/household member investigation in connection with an injured infant.

At approximately 9:30 a.m. Friday (July 20), Kona patrol officers responded to Kona Community Hospital, where a 3-month-old Kealakekua girl had been admitted for burns reportedly caused by a hot bath. Doctors also found evidence of bone fractures.

The baby was later transferred to Kapiʻolani Medical Center for Women and Children on Oahu, where she is being treated and is listed in good condition.

The Honolulu Police Department and Child Protective Services on Oahu and the Big Island are assisting the Hawaiʻi Police Department's Area II Juvenile Aid Section in the investigation.

Big Island police have charged a 29-year-old Keaʻau man with various offenses stemming from a break-in Wednesday (October 24) in Puna.

Shortly before 11:45 a.m. Wednesday, a 42-year-old Hawaiian Paradise Park man called police and reported hearing noises from a nearby residence at which the occupant was not home. Responding Puna patrol officers discovered Ronald Keiki Lopes Jr. in the house in the process of dismantling a solar powered system.

Officers also observed an ice pipe with residue and syringes that were visible on the front seat of the car Lopes drove to the scene.

Lopes was arrested and taken to the Hilo police cellblock while detectives from the Criminal Investigations Section continued the burglary investigation and detectives from the Vice Section continued the drug investigation.

Thursday afternoon (October 25), after detectives conferred with prosecutors, Lopes was charged with one count of first-degree burglary, two counts of third-degree promoting a dangerous drug, and two counts of prohibited acts related to drug paraphernalia. His bail was set at $65,000. He remains in the cellblock pending his initial court appearance scheduled for Friday afternoon.

Lieutenant Gregory Esteban from the Area I Criminal Investigations Section credited the Police Department’s partnership with the community for the arrest of this suspect.

“Citizens are playing a more active role in protecting their communities and, as a result, programs such as Neighborhood Watch and Crime Stoppers are successful,” Esteban said. “Those extra sets of eyes have proven invaluable in effective police work.”

Hawaiʻi Island police have charged a 26-year-old Puna man who was arrested Monday (April 29) in connection with a suspicious fire on Friday (April 26).

Justin James Clark of Kurtistown is charged with first-degree arson.

At 10:48 a.m. Friday, patrol officers and Fire Department personnel responded to a structure fire at Alulu Road and Oʻoaʻa Road in Hawaiian Acres. The fire was extinguished, but not before causing extensive damage to the structure. A Fire Department investigator determined that the fire was suspicious.

Police learned that a sports-utility vehicle had been seen speeding away from the scene shortly before witnesses heard popping sounds and saw the house in flames. Detectives from the Area I Criminal Investigations Section continued the investigation and developed a suspect based on descriptions of the SUV and its occupant.

Clark was arrested Monday at 1:30 p.m. and held at the Hilo police cellblock on suspicion of arson while detectives continued the investigation with the assistance of a fire inspector and a dog from the Hawaiʻi Fire Department's Arson Canine Team.

Detectives executed a search warrant on the SUV. The Fire Department's canine was instrumental in helping detectives recover a flammable substance during the search.

At 10 a.m. Tuesday (April 30), detectives charged Clark with first-degree arson. His bail was set at $50,000. He remains at the cellblock pending his initial court appearance scheduled for Wednesday (May 1).

Correction:

A previous media release regarding the dog attack that occured last weekend in Puna stated that, prior to this incident, authorities reported no previous reports or incidents involving the dogs being loose in the area of where the attack occurred.

Hawai‘i Island police arrested and charged a Pahoa man following an investigation into a vicious dog attack that occurred around 4:50 p.m. on Saturday, May 27, 2023, in Pahoa, that left a 32-year-old woman hospitalized and her 52-year-old mother injured.

The 32-year-old woman and her dog were on her property on Bamboo Drive in the Ainaloa Estates subdivision in Pahoa when a neighboring dog attacked her. The victim’s mother reported that she was also bitten, possibly by another unknown dog, on her arm and shoulder area while trying to fend off the dog during the attack.

The 32-year-old woman suffered bite wounds to her arms, resulting in fractures to both arms, multiple puncture wounds, and lacerations. She was taken to Hilo Medical Center for treatment of her injuries, where she remains in stable condition.

Following the incident, a bystander successfully secured the dog to a post, enabling the County of Hawai‘i Animal Control Officers to take custody of the dog and transfer it to a secure location.

The property in question where the dog came from has a partially fenced yard, the dog was not secured, and was able to get beyond the property. Correction: After several inquiries, investigators conducted a more thorough search of the police department’s records, which revealed two previous possible cases involving the animal that attacked the victim in this case. However, after speaking with the victim since the attack, she remains adamant that she has never had any previous incidents with this dog.

It has not been determined at this time what provoked the dog to attack the woman.  

The incident is classified as a felony Dangerous Dog incident in accordance with Hawai‘i County Code 4-4-32.

On Sunday, May 28, 2023, the dog’s owner, 51-year-old Frederick Kassebeer, turned himself in at the Pahoa Police Station. After conferring with the County Prosecutor’s Office, officers charged Kassebeer with:

• Permitting Dog to Stray, HCC 4-4-30
• Negligent Failure to Control a Dangerous Dog, HCC 4-4-32

Kassebeer’s bail was set at $2,000, and he was released after posting bail.

During the week of June 26, 2023, through July 2, 2023, Hawai`i Island police arrested fifteen (15) motorists for driving under the influence of an intoxicant.  Four of the drivers were involved in a traffic collision. One of the drivers arrested was under the age of twenty-one.

So far this year, there have been 499 DUI arrests compared with 526 during the same period last year. This is a decrease of 5.13 percent. The numbers of arrests by district were:

Hawai’i Police Department’s Traffic Services Section reviewed all updated crashes and found 432 major collisions so far this year compared with 387 during the same period last year, an increase of 11.63 percent. 

To date, there have been 9 fatal crashes, resulting in 10 fatalities, (one of which had multiple deaths); compared with 18 fatal crashes, resulting in 20 fatalities (one of which had multiple deaths) for the same time last year. This represents a decrease of 50 percent for fatal crashes, and 50 percent for fatalities.

The Hawai’i Police Department is hosting several HI-PAL and “Click It Or Ticket” events during the month of August.

August 2-3 wraps up the two remaining days of the Jimmy Yagi Hoops Camp in which the HI-PAL program and the “Click It Or Ticket” message are featured. This event is being brought forth by the Department of Parks & Recreation with HI-PAL as a supporting sponsor. The events take place at the Panaʻewa Park covered basketball courts for the younger youth, (7-12), and at the Civic Auditorium for the older youth, (13-17).

On August 17, a 3-on-3 basketball tournament will be held at the Honokaʻa Sports Complex gymnasium. This event is open to the following age groups: boys 5-6, 7-8, 9-10, 11-12, 13-14, and girls 10 and under, 12 and under, 14 and under. The deadline to complete the registration packet and enter this event is August 12.

On August 31 a “Click It or Ticket” Volleyball Tournament will be held at the Papaʻaloa gymnasium in Laupāhoehoe. Further information on this event will be forthcoming.

Hawaiʻi Island police have located Tianajade Mathieu who was wanted in connection with a reported threat in Hilo on Tuesday night (September 3).

Mathieu was arrested in Hilo at 10:40 p.m. Thursday on suspicion of terroristic threatening. She is being held at the Hilo police cellblock while detectives from the Area I Criminal Investigations Section continue the investigation.

Meanwhile, detectives have charged 40-year-old Stacey Kaheaokalani Veincent of Hilo with first-degree terroristic threatening, two counts of first-degree burglary, second-degree theft, two counts of third-degree promotion of a dangerous drug, two counts of drug paraphernalia and violating health regulations. His bail was set at $13,000. His initial court appearance is scheduled for today.

On Wednesday afternoon (September 4), police received a report that a 31-year-old Hilo woman had been accosted by the pair at an apartment complex on Pamala Street in Hilo on Tuesday night. Veincent allegedly threatened the victim with an edged instrument, and Mathieu allegedly pointed a firearm at her.

The victim was uninjured in the incident.

Hawai’i Island police are requesting the public’s assistance in identifying a male party suspected of discharging a firearm from a moving vehicle, in Hilo.

On January 15, 2024, at about 2:30 p.m., a 56-year-old Hilo man reported that a short time earlier, at about 2:00 p.m., while traveling west on Ponahawai Street, approaching the area of Homelani Cemetery, he observed through his rear-view mirror, an unknown male holding what appeared to be a handgun in his right hand, while driving with his left hand.

The victim reported that the suspect then discharged the firearm out the driver’s window while still holding the firearm by his chest area, never sticking it out the window. The victim related the suspect then began waving the firearm around while using his left hand to stick the middle finger at him; however, the firearm was not pointed at him.

The victim reported the suspect vehicle was initially in front of him, “brake checking” him, when the vehicle pulled over to let him pass. The suspect vehicle then pulled back onto Ponahawai Street and began tailgating him.

The suspect is described as a local tan skin male, possibly in his late 40's to 50's, having dark hair, possibly with a hint of gray. No clothing description of the suspect.

The vehicle is described as a white sedan/hatchback crossover type vehicle, possibly a Toyota Rav4 or a Subaru Forester. The license plates are unknown.

A Kaʻū man has been charged with several drug offenses following the execution of a search warrant on his home last week.

Vice Section officers served the search warrant Thursday (October 17) on a home on Bamboo Lane in Ocean View, where they recovered 113 marijuana plants ranging in height from 6 inches to 3 feet, 22.2 grams of hashish, 1 pound of dried marijuana, 4.5 grams of heroin, eight  prescription pills and paraphernalia associated with marijuana distribution and cultivation.

Arrested at the scene were the resident, 58-year-old David Klemz, and two other Ocean View men, 51-year-old Alan Griener and 43-year-old Shanon Sojka.

All three were a taken to the Kona police cellblock pending further investigation .

In addition, Klemz was arrested and charged with promoting prison contraband in connection with an unrelated $10,000 bail grand jury indictment. He was also arrested and charged for a no-bail warrant for revocation of probation.

Greiner was arrested and charged in connection with two unrelated bench warrants for failure to appear in court with bail totaling $450.

Friday afternoon, after conferring with prosecutors, detectives charged Klemz with commercial promotion of marijuana, promoting a dangerous drug, promoting detrimental drugs, promoting harmful drugs and drug paraphernalia. His bail on those offenses was set at $36,000. He remained at the cellblock until his initial court appearance on Monday (October 21).

Greiner and Sojka were released on any offenses related to the search warrant pending further investigation.

Hawai‘i Island police detectives continue to actively investigate the circumstances surrounding the February 18, 2024, death of a 29-year-old Kea’au woman, identified as Kala’iokealaula Ashley Nicole Reyes Kanekoa.

There has recently been an influx of information being spread on various social media sites that police have closed this investigation following the forensic pathologist's ruling that Kanekoa died as a result of an accidental drowning. Although that was the pathologist’s ruling, this investigation remains open, and police detectives are investigating what occurred leading up to Kanekoa going over the sea cliff and ultimately drowning.

Hawaiʻi Island police are investigating an attempted robbery Tuesday afternoon (November 5) at a fast-food restaurant in Hilo.

Shortly before 6 p.m. Tuesday, a man entered the Subway restaurant on Lanikaula Street just mauka of Kīlauea Avenue. He claimed he had a gun and demanded cash. After the female victim refused to give him money, the suspect fled on foot up Lanikaula Street. He may have gotten into a black Toyota four-door sedan on Kapiʻolani Street just off Lanikaula Street.

The suspect is described as Asian, 5-foot-1 to 5-foot-4, about 140 pounds with brown eyes. His hair color was obscured by a gray hooded sweatshirt and a hat. He was also wearing dark shorts, a black-and-white flannel shirt and dark rubber shoes.

Hawai‘i Island police have arrested and charged three juveniles for first-degree Terroristic Threatening following a report of an online threat made towards a South Kohala school located on the 65-0000 block of Lindsey Road in Kamuela, Hawaii.

On Friday, September 13, 2024, at 1:39 p.m., Hawaii Police personnel received a walk-in complaint from a school official who was concerned for the protection and safety of the students and staff. 

On Thursday, September 12, 2024, at 4:00 p.m., the three suspects were observed loitering on the school’s property.  On Friday, September 13, 2024, an online video was posted showing the suspects on school property while making a verbal threat.  

Detectives from the Area II Juvenile Aid Section were assigned to continue the investigation.  The three juvenile suspects were identified.  Following their identification and arrest they were charged and released to the custody of their parents.

Police take threats of violence extremely seriously, especially those directed towards students and schools. We would like to thank parents and other community members for their vigilance and for coming forward to provide information to the police.

A South Kohala district police officer was honored for his persistence, diligence, and determination in keeping our roadways safe. Officer Landon Takenishi was recognized as Officer of the Quarter for the second quarter of 2024 by the Hawaii Island Safety and Security Professionals Association (HISSPA) in a ceremony held Friday, August 9, on the Kohala Coast.

A 12-year veteran of the department, Takenishi is certified as a Drug Recognition Expert and has received specialized training to detect signs of impairment in drivers who may have used substances other than alcohol. He has put his skills to good use, identifying and arresting four intoxicated drivers during the second quarter of the year.

Recently, while on one of his many patrols of the Waikoloa community, Officer Takenishi  checked on a suspicious vehicle parked at the Kamakoa Nui Park (Waikoloa Skate Park) while it was closed. Upon observing several people in the car with opened liquor containers and drug paraphernalia inside, the items were recovered as evidence as part of his investigation. By his actions, Officer Takenishi’s observation skills and initiative prevented this driver from using substances and driving, which may have created danger to everyone else on the road.

Officer Takenishi’s efforts are all the more imperative given that traffic fatalities are up 64 percent so far this year compared to the same time period last year. So far in 2024, there have been 21 fatal crash crashes resulting in 23 deaths, with at least 15 of those crashes due to alcohol or drug impairment.

“During this quarter, Officer Takenishi investigated many incidents and initiated arrests,” said South Kohala District Captain Roylen Valera. “His work ethic clearly illustrates his care and compassion for the community in which he serves.”

Hawaiʻi Island police have initiated a coroner's inquest case in connection with a body found in Hilo over the weekend.

South Hilo patrol officers responded to an 11:42 p.m. call Saturday (April 26) and received information that a fisherman had discovered a body along the shoreline off Hawaiʻi Belt Road in the Wainaku area.

The body, believed to be that of a female Caucasian, has not been identified.

Detectives from the Area I Criminal Investigations Section, who are reviewing missing person cases, have not ruled out foul play. An autopsy is scheduled for Tuesday (April 29), to determine the cause of death and to attempt identification of the victim.

Hawaiʻi Island police are asking for the public's help in identifying robbery suspects shown in a composite drawing.

At 2:20 a.m. on June 27, Kona Patrol officers responded to a reported robbery near the intersection of Highway 190 and Loloa Drive in Kalaoa.

The victim, a 27-year-old Kailua-Kona man, had been hitchhiking at the intersection of Palani Road and Henry Street in Kailua-Kona when two men in a dark Jeep Cherokee picked him up. Near the intersection of Highway 190 and Loloa Drive, the Jeep pulled off the road onto an access road to the Department of Water Supply's pump station. The driver then reportedly exited the vehicle, went to the rear passenger door armed with a knife and robbed the victim of an undisclosed amount of cash. While the victim was walking away from the Jeep, the driver attacked him, causing a stab wound to his right arm and a laceration to his chest.

The victim was able to flee the area and call 911. He was taken to Kona Community Hospital for treatment of his injuries.

Following the victim's lengthy recovery, detectives from the Area II Criminal Investigations Section were able to work with a Police Department forensic artist to produce composite sketches of the suspects. The driver was described as a local male, 6-feet tall, 200 pounds in his early 30s. The passenger, who was only seen from the rear, was described as a heavy-set local male with long hair in a pony tail that had several dark bands.

Hawaiʻi Island police have determined that damage to an observatory at the summit of Mauna Kea was not a bullet hole.

A detective investigated the scene Monday (June 8) and determined that a hole in a door to the observatory was caused by a bolt from an adjacent wall and that it had been there for approximately six months.

A 42-year-old Kamuela woman died following a single-vehicle collision on Wednesday (January 1, 2020) on Kawaihae Road near the intersection of Puu Opelu Road. 

The 42-year-old female has been identified as Sylvia Elizabeth Ravaglia. 

Responding to a 3:08 p.m. call, police determined that a 34-year-old male from Kamuela was operating a gray 1990 Toyota pickup truck when he crossed the double solid yellow line and struck the pedestrian on the shoulder of the westbound lane. The 42-year-old female was transported to the Kona Community Hospital where she was later pronounced dead at 7:44 p.m. (January 1, 2020).

The driver of the Toyota pickup was not injured in the collision. He was later arrested for Negligent Homicide.

Police do not believe that alcohol was a factor in the collision. 

An autopsy has been ordered to determine the exact cause of death.

Hawaii Island Police report that 43-year-old Carissa Glende of Kailua-Kona was arrested for Violation of Order (586-11 HRS) after she went to a residence at the 82-6000 block of Anoi Place in Captain Cook, and threw a rock at a window and started an argument with occupants of the home, which violated a court order.  

Additionally, since she was not at her current place of residence during the Governor’s Emergency Proclamation, she was also arrested for Prohibited Acts (Emergency Management) under Section 127A-29 Hawaiʻi Revised Statutes.

She was subsequently charged for both offenses and bail has been set at $4000.00. She is presently at the Kona Police Station Cellblock, awaiting the next court appearance.

Big Island police have initiated a custodial interference case in connection with a 9-year-old boy who was taken in by a Puna family overnight after the child ran away from home Wednesday afternoon.

"We want to public to understand that it is not OK to keep a lost child overnight before calling police," said Assistant Chief Henry Tavares. "The proper response is to call 9-1-1 as soon as possible after you find a child who is lost or wandering alone without adult supervision."

Police urge parents to keep a current photo of their children, along with other important details—such as physical description and medical history—that will help police if a child goes missing.

Last seen in the Kea‘au area on Thursday, February 11, 2021, at 1:39 p.m., Moore is described as 5’-6” tall, 150 pounds, with short black hair and brown eyes. He was last seen wearing a black long-sleeved NBA sweat shirt, blue jeans, and white/black shoes.

Hawai‘i Island police have charged 34-year-old Jacob Robert Altman of Kailua-Kona with numerous offenses stemming from a robbery and theft investigation that occurred in Keauhou.

On Tuesday morning, March 9, 2021, a woman reported that an unknown man attempted to take her SUV by using physical force on Ali’i Drive near the Keauhou Shopping Center. The man was successful in entering her vehicle, although he was unsuccessful in driving the vehicle away. The man then abruptly exited the SUV and attempted to enter a sedan that had stopped to assist the woman. The driver of the sedan was able to flee the area before the man entered their vehicle. The responsible male party, later identified as Altman, then fled the area.

A short time later, police dispatch received a series of calls from the area of Keauhou Bay alerting police that a man matching the same description as the person involved in the earlier vehicle incident, had taken a man’s cell phone by force. Altman was then observed taking a utility vehicle, which he drove south through a resort property damaging lighting and sprinklers. He eventually abandoned the utility vehicle at the south end of Ali‘i Drive and fled on foot in a southerly direction. After a search of the area, Altman was located and arrested.  

After conferring with county prosecutors, detectives charged Altman on Wednesday, March 10, with one count of first degree robbery, one count of first degree unauthorized entry of a motor vehicle, one count of unauthorized control of a propelled vehicle, and one count of second degree theft. He is being held at the Kealakehe Police Station cellblock in lieu of bail set at $16,000.

Hawai’i Island police have arrested and charged 60-year-old Donald John Needham, of Pahoa, with the 2020 shooting death of his neighbor in Aloha Estates.

On Tuesday afternoon, December 14, 2021, after conferring with County Prosecutors, Needham was charged with second-degree murder. He remains in police custody in lieu of $1 million bail. His initial court appearance is scheduled for tomorrow, December 15, in South Hilo District Court.

The 34-year-old victim, Andrew Cawley, was initially reported as a missing person on December 28, 2020, after family and friends reported not seeing or hearing from him in several days.

On January 5, 2021, the investigation was reclassified to murder after Cawley’s body was discovered buried in a shallow grave on his Aloha Estates property.

Area I Criminal Investigation Section personnel responded to the scene to continue the investigation. The remains were exhumed from the shallow grave and transported to the Hilo Medical Center. The remains appeared to have been buried for over a week.  

An autopsy was later performed and the forensic pathologist concluded that Cawley died as a result of a gunshot wound to the torso, and the manner of death was ruled homicide.

During the week of February 28, 2022, through March 6, 2022, Hawai‘i Island police arrested 29 motorists for driving under the influence of an intoxicant. Nine of the drivers were involved in a traffic accident. One of the drivers was under the age of 21.  

So far this year, there have been 213 DUI arrests compared with 219 during the same period last year, a decrease of 2.7 percent. The numbers of arrests by district were:

There have been 128 major accidents so far this year compared with 135 during the same period last year, a decrease of 5.2 percent.

To date, there were 6 fatal crashes, resulting in 8 fatalities (one of which had multiple deaths), compared with 5 fatal crashes, resulting in 5 fatalities for the same time last year. This represents is an increase of 20 percent for fatal crashes, and 60 percent for fatalities.

Hawai‘i Island police are asking for the public’s help in identifying a person of interest in a theft investigation.

Police are seeking to identify the man who is wanted for questioning in the theft of a wallet, which was reported stolen on Friday, June 24, 2022, while the victim was at a business in the 300 block of E. Makaala Street. The theft resulted in seven fraudulent credit card transactions also on Friday, June 24, at various businesses in Hilo.

Hawai‘i Island police have charged 43-year-old Ebn Wandell, of Hilo, with terroristic threatening after an incident on Tuesday afternoon, January 24, 2023, involving a suspicious bag at a retail shopping center in the 100 block of East Puainako Street in Hilo.

At 12:58 p.m. on January 24, Hilo patrol officers responded to the shopping center for a possible bomb threat. Upon arriving on scene, officers determined that four minutes earlier a man, later identified as Wandell, walked into a management office with a bag, making statements that the bag contained a bomb. Wandell left the bag in the office and then fled the area on foot.

Officers secured and evacuated the area, while the department’s Bomb Squad arrived on scene  and determined that the bag was empty.

Wandell later returned to the property, where police located and arrested him.

On Wednesday, January 25, after conferring with the County Prosecutors Office, Wandell was charged with one count of second-degree terroristic threatening.

His bail is set at $1,000. Wandell remains in police custody pending his initial court appearance on Thursday afternoon, January 26, in Hilo District Court.

Hawai‘i Island police are asking for the public’s assistance regarding an attempted murder investigation following a shooting in Ocean View on Sunday evening, October 15, 2023.

At 8:50 p.m. on Sunday, Ka‘ū patrol officers were dispatched to the area of Aloha Boulevard and Paradise Parkway in the Hawai‘i Ocean View Estates subdivision for a report of a male in need of medical assistance after possibly being assaulted. Arriving on scene, officers found the victim, believed to be a 53-year-old Ocean View man, with severe facial injuries lying on the ground near a gold Toyota van. Due to the severity of his injuries, police were unable to ask the victim how he had been injured.

The victim was transported by Hawai‘i Fire Department medics to the Kona Community Hospital with life-threatening injuries. At the hospital it was determined that the victim sustained a gunshot wound to his facial area. He was later transferred to the Queens Medical Center on Oahu for further treatment and is currently in stable condition.   

As part of their ongoing-investigation, police investigators are seeking leads on what led up to the incident and who may have been responsible for the shooting. Detectives with the Area II Criminal Investigation Section are asking for residents in the vicinity of Aloha Boulevard and Paradise Parkway in the Hawai‘i Ocean View Estates subdivision to review their home security camera footage and report anything suspicious.

Hawai‘i Island police are requesting the public’s assistance identifying a theft suspect who was captured on video surveillance removing multiple items and entering numerous vehicles at a business located off of the 400 block of Kanoelehua Avenue in the Hilo district. The incident occurred sometime between November 11, 2023 at about 1:00 p.m., and November 12, 2023, at about 1:45 p.m.

The suspect is described as a male with a medium build and light complexion. Approximate age is 35-50 years old, with short black and gray colored hair. He was last seen wearing a dark colored long sleeve shirt, blue jean pants, and eye-glasses. The suspect concealed his identity with a hat and bandana.

A Puna man was arrested Tuesday (July 19) after he reportedly called a community association employee's home [corrected location], threatening to take a shotgun to a future meeting and shoot everyone present.

Approximately an hour after the incident was reported, officers successfully located the suspect after his vehicle was spotted parked off Highway 11 near the 20-mile marker.  At 12:35 p.m. officer contacted and arrested the suspect, identified as 56-year old James Brent Jones of Glenwood.

Jones was charged later Tuesday with second-degree terroristic threatening. His bail was set at $2,000. After posting bail, Jones was released from custody pending his initial court appearance scheduled for August 25.

The Hawaiʻi Police Department will make an “active shooter” presentation in Kailua-Kona, on Tuesday, August 23.

The presentation, which is open to the public, will take place from 6 p.m. to 8 p.m. at the West Hawaiʻi Civic Center Community Meeting Hale.

It is designed to help individuals increase their survivability should they encounter an active shooter or other type of active violent incident. Police will provide information on previous incidents of mass violence, recent events, best practices for those caught in such situations, law enforcement’s response, and how to work together as a community toward prevention. They will also provide additional resources for participants so they can continue their education on this topic, followed by a question-and answer segment.

A-10-year old Hōnaunau girl died from a vehicle-pedestrian crash Wednesday afternoon (November 2) in South Kona near the 106-mile marker of the Māmālahoa Highway (Route 11).

She has been identified as Janexty Kaaloa.

Responding to a 1:10 p.m. call, police determined that a tan 1987 Jeep pickup truck had been traveling south on Māmālahoa Highway when it struck Kaaloa who had been running westbound across the highway. Kaaloa sustained critical injuries from the collision. She was taken to Kona community Hospital, where she was pronounced dead at 2:33 p.m.

The operator of the vehicle, 61-year-old William Herdon of Captain Cook, was arrested on suspicion of negligent homicide and later released pending further investigation.

It is not immediately known if speed was a factor in the crash.

Traffic Enforcement Unit officers have initiated a negligent homicide investigation and have ordered an autopsy to determine the exact cause of death.

Kona police have arrested a 25-year-old El Paso, Texas, man on suspicion of sexual assault.

Responding to a 1:32 a.m. call Monday (July 19, 1999), police determined that an adult female from El Paso, Texas, was sexually assaulted at about 10 p.m. the previous night at a Kailua-Kona hotel.

The victim was taken to the Kona Community Hospital, where she was found to have no other injuries aside from the sexual assault.

At 9:35 a.m. Monday, police arrested the suspect. He is being held in the Kona police cellblock pending further investigation by Kona Criminal Investigation Section detectives.

Police are warning Big Island residents of another scam, this one for a "request for urgent business relationship" with alleged officials of the Nigerian federal government offering a questionable business scheme.

The letter says the "officials" are interested in investing and real estate properties in the United States and in importing agricultural machinery to Nigeria. It said, however, that funds are "presently trapped in the Central Bank of Nigeria."

The letter says a "contract review panel" has uncovered $15.5 million in inflated contract funds, and it maintains that since the writer and others are "civil servants" and members of the panel, they can't withdraw the funds in their own names.

"I have therefore been delegated as a matter of trust by my colleagues to the panel to look for an overseas partner into whose account we would transfer the funds and whose facilities we would use to legalize the transfer," said the writer, who signed his name as "Yesufu Bello."

The writer then proposes to let the reader have 25 percent of the funds, or nearly $3.9 million. He says the "officials" would use 70 percent of the funds to purchase property. The remaining 5 percent would be used for miscellaneous expenses.

"Please note that this transaction is 100 percent safe and we have a blueprint that will make the transfer completely legal," he says.

The letter then divulges an office telephone and fax number, "234-90-501817," for the reader to acknowledge receipt of the letter.

Lieutenant Derek Pacheco, head of the Hilo Criminal Investigation Section, said the letter, marked "urgent and confidential," is bogus and urged residents to be on the lookout for similar letters.

He said anyone who receives such a letter to notify police at 935-3311.

Hawaiʻi Island police are informing the public that the enforcement period for the National “Click It or Ticket” campaign starts today and runs through June 4. During this period, police will increase island wide enforcement of seat belt and child restraint laws.

Under a law signed on May 20, 2013, the driver now is responsible for all other occupants of the vehicle. If the driver is stopped and any passenger is not using a seat belt, car seat, or booster seat—whether in the front seat or back seat— the driver will be the one cited.

Police will enforce child passenger restraint laws and will ticket drivers if children under the age of four are not properly restrained in a child safety seat—or in a booster seat until age 7. Child restraint and booster seat violators must go to court. They face a fine of $100-$500 (depending upon the number of offenses) and must attend a mandatory four-hour class.

Seat belts are the single most effective safety technology in the history of the automobile. A NHTSA study of lives saved by vehicle technologies found that, between 1960 and 2012, seat belts saved more lives—329,715, to be exact—than all other vehicle technologies combined, including air bags, energy-absorbing steering assemblies, and electronic stability control. Of course, seat belts have been available much longer than many of the other safety features the study reviewed. But they remain your first line of defense in a crash and your first step toward safer driving.

We have made enormous progress in increasing seat belt use, but far too many people are still dying because they are not buckled up during crashes. Before you even turn the key, you and everyone in your vehicle should be buckled up—every trip, day and night.

During the week of October 4-10, 1999, Big Island police arrested 25 motorists for drunk driving. Five of the drivers were arrested for DUI after being involved in traffic accidents.

So far this year, there have been 932 DUI arrests, an 18 percent increase over the 789 arrested during the same period last year.

There were 42 major accidents during the week. They bring the total number of major accidents so far this year to 1,648, compared to 1,742 during the same period last year, a decrease of 5 percent.

There have been 24 traffic fatalities on the Big Island so far this year, compared to 30 fatalities during the same period last year, a decrease of 20 percent.

Seven of the fatalities this year have been alcohol-related, compared to 12 at the same time last year, a decrease of 42 percent. One of the fatalities this year was also drug-related.

Big Island police are reminding motorists that except under certain specific circumstances, it's illegal to use the right side of the road to overtake and pass another vehicle.

Sergeant Randy Apele, acting head of the Traffic Services Section, said police will strictly enforce the law as far as passing vehicles on the right.

Apele said Section 291-C-44 of the Hawaii Revised Statutes bans overtaking and passing another vehicle on the right except:

• When the vehicle overtaken is making or about to make a left turn.

• When traveling on a street or highway with unobstructed pavement that is not occupied by parked vehicles and that has lanes marked for two or more lines of moving vehicles in each direction -- a street or highway with at least four lanes of traffic, two in each direction.

• When traveling on a one-way street where the roadway is free from obstructions and of sufficient width for two or more lines of moving vehicles.

In addition, the law states that the driver of a vehicle may overtake and pass another vehicle on the right "only under conditions permitting such movement in safety." Even then, it's still illegal to pass on the right if the passing vehicle must drive on the shoulder of the road.

A 25-year-old Kailua-Kona man was involved in a two-vehicle traffic casualty on Monday morning (May 29) on Highway 11 north of the 69 mile marker in Naalehu, Hawaii.

He has been identified as Eric Figueroa.

Responding to a 9:56 a.m. call, police determined that a 2001 Honda  motorcycle operated by Eric Figueroa had been traveling south on Highway 11 when he failed to negotiate a right curve and crossed the center line and struck head on into a 2005 Jeep Wrangler operated by a 52-year-old female that was traveling north on Highway 11.

Following the collision the operator of the Jeep Wrangler was un-injured, but Figueroa was taken to the Kona Community Hospital where he was pronounced dead at 2:52 p.m.

Police believe that speed was a factor in the crash, and an autopsy has been ordered to determine the exact cause of death.

The Traffic Enforcement Unit has initiated a Coroners Inquest investigation and is asking anyone who may have witnessed the accident to contact Officer Christopher Kapua-Allison at 326-4646 ext. 229.  Tipsters who prefer to remain anonymous may call Crime Stoppers at 961-8300 in Hilo.

Big Island police reported only three minor incidents by 4 p.m. Thursday (April 5, 2001), the first day of a strike by public school teachers and college faculty members.

No one was arrested in any of the incidents, which occurred in Hilo, and no one was injured.

In one incident that occurred during the morning, an automobile bumped a faculty member picketing at the University of Hawaii-Hilo. The picket was not injured.

In the other two incidents, police responded to minor strike-related complaints involving motorists and pickets.

Police Chief James S. Correa is advising Big Island motorists to drive with caution in the vicinity of school campuses for the duration of the strike.

Motorists should be aware of increased pedestrian traffic and traffic slowdowns in areas surrounding public schools, Correa said.

He urged motorists to exercise extra caution when entering or leaving public school facilities.

Hilo Vice Section officers ripped up a total of 9,283 marijuana plants ranging in height from seedlings to eight feet during a five-day eradication effort that ended Friday (July 19, 2002).

The eradication effort concentrated in the East Hawaii area, specifically the Puna, Hilo, North Hilo and Hamakua Districts of the Big Island.

The confiscated marijuana was growing in 609 separate plots in the areas covered by the eradication effort.

Last month, Hilo Vice Section officers destroyed a total of 14,425 marijuana plants ranging in height from seedlings to six feet during a five-day eradication effort that ended on June 28.

Members of the Hawaii County Police Department and their families and friends are planning the 12th annual Hawaii Police Commemorative Fund Tournament, scheduled for May 17-19, 2002, at the Carvalho Park Sports Complex in Hilo.

The three-day, multi-sport event is a fundraising tournament with portions of the proceeds generated going towards scholarships at both the University of Hawaii at Hilo and Hawaii Community College in memory of Hawaii County police officers killed in the line of duty.

The tournament was started following the death of Officer Ronald "Shige" Jitchaku, who was killed on May 7, 1990, while attempting to break up a large brawl on Banyan Drive in Hilo.

The Shige 5K Run and 1.5 Mile Walk, which has been a dedicated event of the tournament since 1994, will not be held this year. This is due to a conflict with the Big Island Marathon, scheduled for the same weekend as the tournament. Race directors hope to be able to revive the run next year.

Other events include the "Manuel Cadinha Memorial Softball Tournament," which will be held in memory of Officer Manuel Cadinha, who was killed in while making an arrest of a combative male in 1918. The softball tournament was formerly held in memory of Officer Kenneth Keliipio and co-coordinated by Officer Keone Rodrigues, who is the great grandson of the late Officer Cadinha. Event coordinators felt it was fitting to have the softball tournament held in memory of Officer Rodrigues' great-grandfather. This year's softball tournament will start at the Carvalho Park field on Friday and will move to the Pepeekeo Field for the remaining two days.

A new event for this year's tournament will be the co-ed softball tournament, which will now be known as the "Kenneth K. Keliipio Memorial Co-ed Softball Tournament," named in memory of Officer Kenneth Keliipio, a South Hilo Patrol officer who was killed in a motor vehicle collision while assisting a stranded motorist in 1997. The tournament will be held at the Carvalho Park field during the weekend (May 18-19).

Also, the "Daison 'Froggie' Morita Mixed Volleyball Tournament" was established in memory of Daison Morita, an airport firefighter who was killed in a motor vehicle collision in 1998. Morita had been actively involved in every facet of the tournament since its inception in 1990. The volleyball event will be held during the weekend at the Carvalho Park gymnasium.

In addition, a basketball tournament is also scheduled for the same weekend, also at the Carvalho Park gym, as part of the three-day event

Finally, a golf tournament will be held Sunday, May 19, at the Banyan Golf Course.

Two scholarships have been established at the University of Hawaii's Administration of Justice program in memory of Officers Jitchaku and Keliipio.

Two other scholarships have also been established in memory of both officers at the Hawaii Community College, Administration of Justice program.

A total of $13,600 generated from the annual tournament has thus far been donated towards the scholarships.

Other proceeds will go toward the construction of a memorial monument to honor fallen officers who have been killed in the line of duty.

Tournament T-shirts will be available for sale at Carvalho Park during the weekend event.

Hawaiʻi Island police are asking for the public’s help in identifying two suspects wanted in connection with a home invasion robbery Monday evening (June 19) in Puna.

At 11:49 p.m. police responded to a residence in the 18-4000 block of North Glenwood Road in Mt. View after a 54-year-old man and his 10- year-old son were awakened by two masked suspects in their home, one being armed with a shotgun.

During the incident, there was a struggle between the victim and one of the suspects.  During this struggle, the shotgun was fired once but no one was shot.  At that time, the victim was able to remove that suspect’s mask and see his face.  Both suspects fled with a small safe and its contents.

The victim sustained minor injuries from being punched in the struggle and was treated at the scene by medics.  His 10-year-old son was not injured.

Police are releasing a composite drawing of the gunman.  He is described as a Caucasian male in his late teens to early 20s, 5-feet-5 to 5-feet 7-inches, 130 to 150 pounds with a slim build.  He had dark colored eyes and hair and was last seen wearing a black jacket and black pants.

The second suspect is also believed to be a male in his late teens to early 20s, 5-feet-8 to 5-feet-10-inches, 130 to 150 pounds with a slim build.  He was last seen wearing a black hoodie and black pants.

The Hawaii County Police Department welcomed 11 new police officers into its ranks Friday (November 15, 2002).

The 11 were members of the 61st Police Recruit Class, who graduated during luncheon ceremonies held at the Nani Mau Gardens in Hilo. The new officers recently completed 25 weeks of training.

They will be assigned to veteran police officers around the island and will undergo another three and a half months of field training. After that, they will be assigned initially to cellblocks in East and West Hawaii.

Friday's graduates were: Thelia N. Alvarez, Edwin A. Buyten, Calvin D. Delaries Jr., William H. Derr, Bryan G.K. Ellis, Richard A. Itliong, Dale E. Ku, Daniel J. Nietling, Mark T. Spain, Jason M.K. Tominaga and Dale K. Viloria.

Officers of the recruit class were Buyten, president; Alvarez, vice president; and Nietling, secretary-treasurer.

Nietling won the academic and physical fitness awards; Ellis earned the firearm award; and Derr was recognized for keeping the best notebook.

Training for the 62nd Recruit Class is scheduled to begin in January 2003.

Police are looking for a 28-year-old man for questioning in a burglary at the University of Hawaii at Hilo.

The suspect was identified as Adrian A. Glimane, of no permanent address.

Glimane was seen at the location of a 1 a.m. burglary Thursday (July 31, 2003) at a portable building on the UHH campus, but disappeared before police arrived. After the burglary, about $4,000 in miscellaneous computer parts were discovered missing and later returned.

Earlier, police were looking for a 43-year-old man for questioning in the same burglary. The suspect, Alexander Paglinawan, turned himself in Tuesday (August 5, 2003).

Paglinawan was arrested and charged at 12:15 p.m. with second-degree burglary. He is being held in the Hilo Police cellblock in lieu of $1,000 bail.

Puna police are warning motorists that a traffic accident has backed up traffic along the Keaau-Pahoa Road (Route 130).

A 3:45 p.m. accident at about the three-mile marker in the vicinity of Kipuka Farms and the Humane Society knocked over utility polls and blocked traffic along the road. Police said traffic was backed up 10 minutes later all the way into Keaau.

The electric and telephone companies have dispatched work crews to repair the damage, police said, but they had no estimate on when the road would be cleared for traffic again.

There were no reports of injuries or other details of the accident immediately available.

The Hawaii County Police Department today began issuing driver licenses sporting a new look in Hilo and Kona.

The new licenses will soon be issued at all driver license stations that currently issue licenses on the Big Island.

The new licenses are designed so that they cannot be duplicated or forged, according to Mike McNeal, a representative of Marquis ID Systems, a company that makes the new licensing system.

McNeal spent the morning Tuesday (March 22, 2005) teaching driver license clerks and examiners how the new system works.

He listed several changes that make the new licenses different from -- and more secure than -- the old. The changes include:

• The license includes micro printing in fine print that can't be duplicated.

• When held up to a black light, the word "Hawaii" appears several times along the edge. The words are embedded and can't be duplicated.

• The license includes holograms of the state emblem and the word "Hawaii" on the laminate that appear when the license is held up to the light.

• Information for driver's younger than 21 is printed vertically on the license. For adults, it is printed horizontally as it was with the old licenses.

In addition, McNeal said, future improvements include a feature that allows the license clerk to pull up a driver's old photo on the computer to verify his identity when he shows up to renew his license.

The new licenses are the same size as the old, but more colorful. They include two copies of the driver's photo and signature on the front. They also include small numbers printed next to the information on the front of the license. These are part of a new protocol so that authorities in foreign countries who can't read English can understand what the information means.

To create the new license, the clerk or examiner enters the necessary data on a computer screen. The driver's photograph, signature and right thumbprint are recorded digitally.

The driver's photograph and signature, as well as the necessary information, then appear on a large replica of the license on the computer screen. If all the information is correct, the information is then transmitted to a machine that prints the new driver's license.

The new information is then transmitted to a large computer mainframe for storage in Honolulu.

Big Island police have arrested and charged a 38 year-old Hilo woman in connection with life-threatening injuries to a female child under her care which was reported to police on February 7, 2005. Hyacinth Poouahi was arrested this morning (December 23, 2005) at her residence on the strength of a Grand Jury indictment issued by Circuit Court Judge Glenn Hara. She was arrested and charged for one count each of attempted murder in the second degree, terroristic threatening in the first degree, endangering the welfare of a minor in the first degree, assault in the first degree, and kidnapping and is currently being held at the Hilo Cellblock in lieu of $25,000.00 aggregate bail. Police reported that she was arrested without incident.

Police initiated an endangering the welfare of a minor investigation on February 7, 2005 after responding to a call from the Hilo Medical Center, reporting extensive and suspicious injuries to a 10-year-old girl that was brought to their facility by fire rescue. It was learned that Poouahi, who was the girl's caretaker at the time, called "911" and requested fire rescue assistance at a residence in Ainaloa Subdivision, due to her medical condition of the female child. Noting the extent of the child's injuries and her critical condition, fire rescue transported the child to the Hilo Medical Center.

The child was flown to Kapiolani Medical Center for Women and Children for further medical treatment after her condition was stabilized. The girl remained in a coma for several weeks while at the Kapiolani facility. Police will only say that her condition improved after extensive treatment, and she was temporarily transferred to a medical facility in California for specialized treatment and care. She has since returned to Oahu. Police will not identify the girl, however, confirmed that she is still under foster custody with the Children Welfare Services.

Captain Fukui confirmed an earlier statement by Deputy Prosecutor Rick Dammerville that "the case is not closed" and that police and prosecutors are continuing the investigation with the possibility of additional defendants being indicted as a result of this incident.

Police will not discuss the details of the injuries sustained by the victim, nor will they comment on her present condition, other than saying she is still in the state of recovery.

Police are renewing their appeal to the public for help in identifying whoever was responsible for a burglary and suspicious fire in June at Waiakea Intermediate school on Puainako Street in Hilo.

South Hilo Patrol officers responded to the school campus at 8:15 a.m. Sunday, June 18, 2006, after an employee discovered an apparent break-in at the library. One or more suspects also set a fire in the library but it apparently extinguished itself before spreading.

Following inventory of the library's contents, police learned that a trophy was stolen. It was later recovered at a different location on campus.

Detectives from the Criminal Investigations section assisted in the investigation and the collection of evidence.

The damage to the interior of the library and its contents was estimated at $4,500.

Police initiated burglary and criminal property damage investigations.

Because of Christmas season activities at St. Joseph's Catholic Church in Hilo, a temporary one-way traffic pattern will be in effect on Kapiolani Street on Christmas Eve and Christmas Day.

During certain hours, traffic will be allowed only in the Puna, or southerly, direction on Kapiolani Street between Waianuenue Avenue and Haili Street.

Specifically, the one-way pattern will be in effect from 5 p.m. Sunday, Christmas Eve (December 24), to 2 a.m. Monday, Christmas Day (December 25). Again on Monday, traffic will be one-way in the Puna direction from 5 a.m. to 1 p.m.

During those times, parking will be allowed on both sides of Kapiolani Street.

Hawai’i Island police have located a 25-year-old Puna woman, who was wanted on a warrant of arrest and for questioning in a robbery investigation.

On (September 14), at 5:15 p.m., acting on a tip received from the public, officers assigned to the Criminal Investigation Section located Kandace Kehaulani Iaukea, and took her into custody without incident. Officers also located the 2011 Toyota Tacoma that had been reported stolen the day prior.

On (September 14), at 10:00 p.m., Iaukea was charged with first degree robbery, unauthorized control of a propelled vehicle, first degree terroristic threatening and contempt of court. Iaukea is being held at the Hilo cellblock in lieu of $61,000 bail pending her initial appearance in South Hilo District Court this afternoon.

Hawaii Island police are renewing their request for the public’s assistance in locating Leroy Daniel Kekaula Castro III for an outstanding warrant of arrest and for questioning regarding this robbery investigation.

Leroy Daniel Kekaula Castro III, described as 5-foot-7, 150 pounds, with brown eyes and short black hair. Castro III is known to frequent the Hilo and Puna areas.

The public is advised not to approach Castro III who police consider to be armed and dangerous.

A South Kona man was taken into police custody Tuesday (July 10) after assaulting two police officers who were investigating complaints about a naked man creating a disturbance.

Police responded to Ulua Drive off Papa Bay Road in South Kona several times on Tuesday but were initially unable to locate the suspect.

Around 7:15 p.m. two officers responded to another complaint from a 58-year-old man, who reported that he heard breaking glass immediately after seeing the naked man running with a stick.

At approximately 8 p.m., the two officers approached the suspect's house with flashlights. They observed through a window that the house appeared to be ransacked. They entered the home from an unlocked door to check on the welfare of the occupant.

While the officers were inside, the occupant threatened the officers with a metal pipe and then ran out of the house. As the officers were searching outside for the suspect, he jumped out of the bushes and swung the pipe at one officer, who attempted to block the blow with his baton. The force of the pipe against the baton pushed the baton into the officer's cheek, causing a superficial laceration.

When the second officer went to the aid of the first officer, the suspect struck him on the face with the pipe causing a contusion and swelling. During the struggle, the suspect struck the second officer again, this time on the left forearm, causing an abrasion.

The officers subdued the suspect, identified as 50-year-old Michael David Negrini, and arrested him.

Negrini was charged Wednesday (July 11) with two counts of assaulting a police officer in the first degree, two counts of assault in the second degree, and resisting arrest.

He was also charged with criminal property damage, disorderly conduct, open lewdness, simple trespass, terroristic threatening, harassment, disorderly conduct and criminal tampering based on complaints from the 58-year-old man, a 48-year-old man, a 63-year-old man and a 70-year-old man.

Negrini was later additionally charged with third-degree assault for slapping his cellmate, a 29-year-old man, while in custody at the Kona police cellblock.

Negrini's bail was set at $50,250 and he was being held at the cellblock pending a court hearing scheduled for today (July 12).

Big Island police are asking for the public's help in identifying the persons who stole a police radio from a county vehicle Wednesday night (April 5).

Three males in a newer-model black Honda Civic hatchback removed the radio from a car parked in the upper parking area of the Hawaii County Prosecutor's Office, located at 34 Rainbow Drive, at about 9 p.m. Wednesday.

The case has been classified as an unauthorized entry of a motor vehicle.

The Hawaii Police Department is searching for a 28-year-old Honokaa man who was reported missing Friday (September 26).

Kalanihuia Forbes of Honokaa was last seen in Honokaa around 11 a.m. on Friday. He has a medical condition that may require medication.

Forbes is described as being Hawaiian-Mexican-Caucasian, 5-foot-11, about 120 pounds with brown eyes, shaved black hair, a goatee and various tattoos on his arms down to the knuckles. He was last seen wearing a black Harely-Davidson button-up collared shirt, black jeans and brown loafers.

Police believe he may be on Oahu.

Media Release

Hawai`i Island Police are investigating the possible drowning of a 62-year-old woman and is searching for a 61-year-old man after they were swept down the Wailuku River. 

At 12:39 p.m., Saturday, (November 25), police and fire personnel responded to the Rainbow Falls State Park for a report of a couple who fell into the water while crossing the river above the falls.

The woman was found in the pool below the falls and was extricated by the fire department’s helicopter.  She was then taken by ambulance to the Hilo Medical Center where she later died at 4:25 p.m. She has been identified as Gladys Novinger of Spring Valley, California.

The missing man has not yet been located and search efforts were suspended as of Sunday afternoon due to dangerous conditions. His identity is being withheld pending notification of his next-of-kin.

Detectives with the Criminal Investigation Section are continuing the investigation into the woman’s death as an unattended death. An autopsy was conducted this morning, (November 27), but the exact cause of her death is being deferred pending toxicology results.

As part of their enforcement efforts against impaired driving, Big Island police have joined other law enforcement agencies nationwide in the "You Drink & Drive, You Lose" campaign.

Officers have arrested 666 drunk drivers on the Big Island so far this year, and they are continuing their sobriety checkpoints and saturated patrols to remove alcohol- and drug-impaired drivers from Big Island streets and highways.

In addition to the checkpoints and patrols, plain-clothed officers are enforcing laws against underage drinking in public places around the island. These operations have resulted in 112 arrests for underage drinking violations, 27 arrests for liquor violations by adults age 21 and older and 18 arrests for other related offenses.

Acting Lieutenant Randy Apele of the Traffic Services Section said the enforcement of laws against underage drinking in public places is aimed at reducing the number of impaired drivers who are younger than the legal drinking age of 21.

Police have identified a 48-year-old Big Island man who was killed Thursday night (November 30, 2000) in a one-vehicle traffic accident on Hawaii Belt Road (Route 11) in the Mountain View area of the Puna District.

The victim was identified as Kelvin K. Rodrigues, 48, of Volcano.

Rodrigues was traveling south in his 1992 Chevrolet pickup truck about 0.3 miles south of the 18-mile marker when the truck crossed the centerline, ran off the left shoulder of the road and hit a utility pole.

The victim was transported to the Hilo Medical Center, where he was pronounced dead at 12:55 a.m. Friday.

Thursday's death was the 34th traffic fatality on the Big Island so far this year, compared to 28 at the same time last year.

Detectives have charged a Puna man with attempted murder and other offenses in connection with an attack Monday (June 13) that sent a 65-year-old Hilo man to the hospital.

At 5:15 p.m. Tuesday (June 14) detectives from Area I Criminal Investigations Section charged 68-year-old Robert R. Diego of Hawaiian Paradise Park with attempted second-degree murder, first-degree assault and first-degree robbery. He is being held at the Hilo police cellblock in lieu of $70,000 bail pending his initial court appearance scheduled for Wednesday (June 15).

The victim remains at Hilo Medical Center in serious but stable condition.

Monday morning, police received a report of someone yelling for help at an apartment complex in the lower block of Hualālai Street in Hilo. Responding officers discovered the severely injured victim and Diego still within the victim's apartment. The victim was treated at the scene and transported by medics to Hilo Medical Center with a fractured skull and severe lacerations to his head. Police arrested Diego and continued investigating the case.

A Maui man who died and an Ohio man who was critically injured in a zip line accident Wednesday morning in Pauka’a have been identified as 35-year-old Ted Callaway and 36 year old Curtis Wright, respectively.  An autopsy has been scheduled for tomorrow (September 23) to determine the exact cause of Mr. Callaway’s death.  Mr. Wright remains in critical condition at the Hilo Medical Center as is in “very unstable” condition.

Both men were employed by a Maui company that builds and maintains zip lines. They had just made an adjustment to the line and were in the process of testing it.

The 36-year-old Maui man had traveled about halfway across the 2,300-foot span when a tower collapsed and he fell approximately 200 feet to his death.

The 35-year-old Ohio man, who was standing on the tower, fell about 30 feet. He was taken to Hilo Medical Center, where he was listed in critical condition with multiple internal injuries.

Big Island police are asking for the public’s assistance in identifying two male suspects responsible for a home invasion robbery which occurred at a home in the Orchidland subdivision in Puna early this morning, (July 3).

Police were called to the residence at about 4:00 a.m. and learned that two masked men, each brandishing a firearm, had broken into the home and confronted the couple as they lay asleep. One of the men demanded they open a safe which was in another room of the residence. After the safe was opened, the suspects took the ten firearms and U.S. currency from within and fled the scene in the victims’ white 2012 Toyota Tundra bearing Hawaii license plates ZEN-009. The truck may have damage to its front and roof resulting from the suspects striking the garage door and front gate to the home as they left.

The suspects were described as sounding local, between 5-feet-5-inches to 5-feet-8-inches, one was about 150 pounds and the other about 225 pounds. They were last seen wearing black coats, dark pants, and hats. 

Neither victim sustained any physical injuries during this incident.

Among the firearms taken were several semi-automatic pistols, shotguns, high-powered rifles and a 7mm rifle. Also taken was approximately 4,000 rounds of live ammunition for these firearms.

Hawaiʻi Island Police have identified the woman shot and killed in an officer-involved shooting that occurred on Friday, (October 12), off Beach Road in the Hawaiian Beaches area of the Puna District. She is identified as 26-year-old Ashley Elisna Grammer of Hilo.

At about 1 a.m., police were checking on a vehicle, later determined to be stolen, when the driver suddenly reversed backward and began continuously ramming the police SUV with such force it initially knocked one officer out of the vehicle. Three officers fired shots, resulting in the death of the woman.  The officers have 7-years, 3-years, and under 1-year of service with the department.

As is standard practice in any police-involved shooting, the Police Department’s Area I Criminal Investigation Section is conducting a criminal investigation into the shooting and the Office of Professional Standards is conducting an administrative investigation. An autopsy to determine the exact cause of death is pending.

A 48-year-old Kailua-Kona man died Tuesday ( November 8 ) from injuries he sustained in a one-vehicle crash on Hawaii Belt Road (Route 11) at the 99-mile-marker in South Kona.

The driver was identified as Bonifacio Pako Alip, III, of a Kailua-Kona address.

Responding to a 8:19 p.m. call, Kona patrol and Traffic Enforcement Unit officers determined that Alip was operating a 1987 Dodge Ram pick-up truck and traveling north on Route 11 when he lost control and ran off the left side of the road and overturned.

It was raining at the time and the highway was wet and slick.

Two passengers in the vehicle, a 21-year-old Ocean View man and a 24-year-old woman from Kailua-Kona were transported to Kona Community Hospital by Fire Rescue personnel where they were treated for minor injuries and released.

The vehicle occupants were not wearing their seatbelts.

The driver of the vehicle was transported to Kona Community Hospital where he was pronounced dead at 11:18 p.m.

It is unknown at this time if alcohol or drugs were involved but speed may have played a factor in this crash.

Traffic Enforcement Unit officers have initiated a coroner’s inquest case and have ordered an autopsy to determine the exact cause of death.

This is the 19th traffic fatality on the Big Island this year compared to 23 at the same time last year.

Today, May 20, 2019, marks the beginning of the National Highway Traffic Safety Administrations "Click it or Ticket" campaign. 

The Hawaiʻi Police Department has supported this campaign for many years and continues to do so today. It is critically important that everyone understands how wearing seat belts properly can reduce the number of people killed in motor vehicle crashes. In 2017 seat belts saved an estimated 14,955 lives and could have saved an additional 2,549 people if they had been wearing their seat belts. 

The Hawaiʻi Police Department asks for your help in encouraging everyone how important it is to wear a seatbelt. Your words might be the difference in whether a friend or family member makes the right choice and could possibly save their lives. On Tuesday (December 3) at about 4:32 p.m., Kona police were called to an address on Hua’ala Street in Kailua-Kona. At the residence police located a deceased female.

This female has tentatively been identified as Lucille Arboleda, a 34-year-old reported missing on Sunday (December 1).

Detectives and Police officers are continuing the investigation at this time.

A Hawi man is in police custody on suspicion of assault following a confrontation Tuesday (December 27) at a fire station.

At 9:15 a.m. Tuesday, North Kohala patrol officers responded to a request for help at the Hawi fire station. When they arrived, they observed a man struggling with a male firefighter on the floor of the firehouse driveway. The 49-year-old firefighter was bleeding profusely from the head.

The other man, 29-year-old Dylan Trumpy of Hawi, was arrested on suspicion of assault and taken to the North Kohala police station for processing. He was then transferred to the Kona police cellblock pending further investigation by detectives from the Area II Criminal Investigations Section.

Officers received information that Trumpy had driven to the station and become disorderly and aggressive while demanding information and names of Fire Department personnel. He reportedly attacked the firefighter and stabbed him in the head multiple times with a ball point pen after being asked to leave the station due to his behavior.

The firefighter also suffered abrasions to the face and body from the struggle. He was treated at Kohala Hospital for his injuries and then released.

Trumpy remains in custody at the Kona police cellblock while detectives continue the investigation.

Big Island police are requesting the public’s help in locating a 25-year-old Laupāhoehoe man wanted for questioning in connection with the sexual assault of a minor.

Detectives are seeking Thomas Elijah Cummings IV, who was last known to be living in the Laupāhoehoe Point area. He is described as part-Hawaiian, 5-foot-4, 212 pounds with short black hair, brown eyes, a large build and a fair-to-lightly-tanned complexion.

Detectives with the Juvenile Aid Section are continuing this investigation.

During the week of May 4, 2020, through May 11, 2020, Hawaiʻi Island Police arrested fourteen (14) motorists for driving under the influence of an intoxicant. Three of the drivers were involved in a traffic accident. None of the drivers were under the age of 21.  

So far this year, there have been 316 DUI arrests compared with 409 during the same period last year a decrease of 22.7 percent. The numbers of arrests by district were:

There have been 290 major accidents so far this year compared with 341 during the same period last year, a decrease of 15 percent. 

To date, there were 8 fatal crashes, resulting in 8 fatalities, compared with 6 fatal crashes, resulting in 6 fatalities for the same time last year. This represents an increase of 33.3 percent for fatal crashes and 33.3 percent for fatalities.

Big Island police are warning the public about recent car break-ins that are occurring in Hilo.

For the past several months, there have been approximately 15 to 20 car break-ins in Hilo monthly. Of these break-ins, approximately 50 percent involves vehicles being left unlocked, to include vehicles left unlocked at home. Other major contributing factors are valuable items being left in plain view within a vehicle, and car keys being stolen which are left unattended alongside the beach areas which allow suspects to gain access into vehicles. These break-ins have occurred at various locations in Hilo.

Police remind the public that all vehicles left unattended should be locked and secured properly. Any items left inside should be concealed from view. Beach goers should secure their keys appropriately. If at all possible, don’t leave valuables inside at all.

Police ask that the public to report any suspicious activity and provide any leads that might help identify possible suspects by calling the Police Department’s non-emergency line at 935-3311.

The Hawaiʻi Police Department is asking for the public’s assistance in locating a man who is wanted for questioning in a sexual assault case which reportedly occurred in July of 2020 in the Captain Cook area.

The man is identified as Sidney Hashimoto. He 59-years-old, standing approximately 5'10", and weighing about 180 pounds.

Big Island Police are investigating a reported road rage incident as a criminal property damage case.

At 8:15 p.m. Wednesday (July 25), a 59-year-old Puna man reported at the Pāhoa police station that he had been driving in the Pāhoa direction on the Keaʻau-Pāhoa Road (Route 130) when he passed a Toyota pickup truck just south of the intersection with Ainaloa Blvd. The Toyota truck then reportedly struck the victim's truck three times from behind, with the third strike sending the victim's vehicle into a slide.

As the victim drove to the police station, the suspect followed him but then drove away before police could contact him. He was last seen heading in the Keaʻau direction on Route 130 back toward Ainaloa.

The suspect’s vehicle is described as a dark-colored new Toyota Tacoma 4-door pickup truck, possibly black or charcoal gray. It appeared to be lifted.

Police ask that anyone who may have witnessed the incident or who has information about the truck or its driver call Officer Shawn Tingle at 965-2716.

A drug arrest during a warrant sweep has linked the suspect to a burglary ring believed responsible for numerous break-ins in West Hawaiʻi.

On Wednesday (August 29) at about 11:30 a.m., officers participating in an islandwide fugitive warrant sweep arrested Joseph Augustino Narzisi at an apartment complex in the Kalaoa area. Narzisi was wanted on three outstanding bench warrants and several all-points bulletins. While in the process of contacting him, officers observed paraphernalia associated with narcotics use and drafted a search warrant for the apartment.

From the apartment, officers recovered 63.3 grams of crystal methamphetamine, 0.9 grams of heroin, contraband prescription pills, and numerous items of paraphernalia associated with narcotics use.

On Thursday (August 30), detectives charged Narzisi with numerous narcotics offenses, including promoting dangerous drugs, methamphetamine trafficking, promoting harmful drugs, and drug paraphernalia, all related to Wednesday’s search warrant.

He was also charged with additional offenses for previous incidents. On Tuesday (August 28) Area II Vice officers had executed a search warrant at a home Narzisi occupied in the Kealakekua area. Narzisi wasn’t home at the time of the search. Officers recovered methamphetamine smoking pipes, resealable plastic bags containing crystalline residue, items containing heroin residue, paraphernalia associated with methamphetamine and heroin use, two handguns (including a loaded firearm) and a large quantity of unspent ammunition. On Thursday, detectives charged Narzisi with numerous narcotics offenses related to that search warrant, including promoting dangerous drugs, promoting harmful drugs, possessing drug paraphernalia and firearms offenses.

In the other previous incident, Traffic Enforcement Unit officers attempted to conduct a traffic stop on August 22 on a sedan that was observed speeding on Palani Road. The car initially fled from officers and then stopped. The driver, identified as Narzisi, fled the vehicle on foot on Palani Road. Vice Officers executed a search warrant on the car and located methamphetamine smoking pipes, items containing heroin residue and drug paraphernalia. On Thursday, Narzisi was charged with promoting dangerous drugs, drug paraphernalia and traffic offenses in connection with that incident.

In addition, Criminal Investigations Section detectives investigating a rash of burglaries were able to identify several items in Narzisi’s possession that had been reported stolen in four burglaries in the Kealakekua area between July 4 and August 21. On Thursday, Narzisi was charged with burglary, terroristic threatening, assault and four counts of second-degree theft in connection with those burglaries.

His bail was set at $495,000. He was held at the Kona police cellblock pending his initial court appearance Friday morning (August 31).

Police investigation linked Narzisi with other individuals wanted for questioning. Thursday morning, officers observed one of them, 31-year-old Joshua Watan of Captain Cook, operating a gray sedan that was stopped on the side of Kaleiopapa Street in Keauhou. The car had been reported stolen from Nani Kapuna Place in Kealakekua sometime between 11 p.m. Wednesday and 6:25 a.m. Thursday. As officers approached the sedan, another man, 24-year-old Danny Estocado of Kailua-Kona, entered the vehicle and it drove away. Officers attempted to initiate a traffic stop but Watan drove away from them. Officers lost sight of the vehicle for a short time. When they spotted it again, Estocado was no longer inside. Watan traveled up and down Hokulia Bypass Road several times before he finally came to a stop. He locked himself inside with the engine running and refused to exit the vehicle until after officers negotiated with him for approximately an hour.

Watan was arrested on suspicion of unauthorized control of a motor vehicle and is being held at the Kona police cellblock while detectives continue the investigation.

Police attempted to locate Estocado but were unable to find him. He is described as Hawaiian, 5-foot-7, 178 pounds with black hair and brown eyes. He has tattoos on his chest.

Police also want to question 35-year-old Curtis Hoku Kekahuna Jr., who is wanted on three bench warrants and several all-points bulletins. He is described as 5-foot-11 and about 270 pounds with brown eyes and black hair. He has the letters “CVK” tattooed in red and green letters on his right inner forearm and the name “Keahi” tattooed on his left inner forearm. He also has a scar that runs from his left cheekbone to his left eye. He may be in the company of 37-year-old Nani-Jo Keanini of Honokaʻa, 34-year-old Elona Keanini of Kailua-Kona, or both.

They are also seeking 31-year-old Ryan Jeffries Hamar of Kailua-Kona, who is also wanted for allegedly escaping from Hale Nani on August 14. He is described as Caucasian, about 5-foot-7, about 170 pounds with blue eyes and short reddish-blond hair. He has a tattoo along his entire right arm. He may be in the company of 30-year-old Jaison Irving of Kailua-Kona.

Police ask that the public not approach any of these wanted persons, as they may be armed and dangerous. Instead, call the Police Department's non-emergency line at 935-3311.
