12-26-23 Police Arrest and Charge Hilo Man for Sex Assault, Theft, and Drug Offenses

Hawai‘i Island police have arrested and charged 45-year-old Elswood Noeau, of Hilo, with numerous offenses, including sexual assault, drug, and theft charges following a domestic incident on Sunday, December 24, 2023, at a Hilo residence on Hinano Street.

The 36-year-old female victim came to the Hilo Police station and reported that she had just been sexually assaulted by Noeau, who had also offered her drugs. The victim stated she and Noeau had a previous long-term relationship. While reporting the incident, Noeau arrived at the Hilo Police station where he was subsequently arrested.

After conferring with the County Prosecutor’s Office on Monday, December 25, detectives with the Area I Juvenile Aid Section charged Noeau with the following offenses:

  • Second-degree sexual assault
  • Second-degree attempted sexual assault
  • Second-degree unauthorized entry into a motor vehicle (vehicle break-in)
  • Third-degree promotion of a dangerous drug
  • Fourth-degree theft

Noeau’s total bail was set at $65,500 and his initial court appearance is scheduled for Tuesday afternoon, December 26, in South Hilo District Court.
