Alleged “Victim” Charged in Burglary 09-25-01

Hilo Criminal Investigation Section detectives have charged a 49-year-old suspect with burglary and terroristic threatening in connection with a burglary Sunday (September 23, 2001).

At 3:07 p.m. Tuesday (September 25, 2001), detectives charged Charles David Fisbeck with one count of burglary and five counts of terroristic threatening. Fisbeck is being held in the Hilo police cellblock in lieu of $9,500 bail.

After responding to a 10:46 p.m. call Sunday about a fight, Hilo police originally arrested two other men, but found out later during the investigation that the victim, Fisbeck, had been caught burglarizing a Kumukoa Street home and threatening its occupants.

On arrival, officers found three adult males. Fisbeck told police said the other two had attacked him with baseball bats.

Police arrested the two alleged assailants, 48 and 39, for assault. Rescue personnel then took Fisbeck to the Hilo Medical Center for treatment.

On further investigation, however, police discovered that that the reported victim had burglarized a residence on Kumukoa Street and had threatened its occupants with a knife. They found that on exiting the residence, Fisbeck had been confronted by the other two men, who were released from custody.
